John "Roy Carroll" Hammer isn't actually covering Jim Melvin and David Powell's Megasite project?

Last paragraph of a City Council story on the Hobbs/Friendly Rezoning entitled "Hobbs Friendly Compromise Convinces Council Majority" on May 21, 2015;

"The City Council also voted 7 to 2 to approve a $2.3 million contract with HDR Engineering Inc. to complete the engineering design for the extension of water and sewer lines south along US 421 to the Randolph County megasite.  Abuzuaiter and Wilkins voted against the motion."

In the middle of "Five Mayors Talk About Greensboro" by JOHN HAMMER on May 14, 2015;

Near the end of a story on November 20, 2014 entitled "Mayor Says Greensboro’s Glass Is Filling Up", written by Greensboro Mayor Nancy Vaughan;

"We are focused on east Greensboro development, increasing wage growth, retaining our emerging young professionals and improving our infrastructure.  We are working with neighboring counties to locate a megasite to make us competitive in the southeastern region."

My guess is Roy Carroll has something to gain from the $22.5 million water and sewer infrastructure on its way to Randolph County.

My guess is Roy Carroll is close to the Piedmont Triad Partnership David Powell "investigation", which hasn't started yet, as The Rhino Times has only mentioned it once, in the same way they have covered the Megasite project.
