The Definition Of Confidential Informant

Read it and weep, Mayor Perkins.

Quite often, someone will become an informant following their arrest.

Informants are also extremely common in every-day police work, including homicide and narcotics investigations. Any citizen who aids an investigation by offering helpful information to the police is by definition an informant."

"Prior to utilizing a person as a CI, a case agent of a JLEA shall complete and sign a written Initial Suitability Report and Recommendation which shall be forwarded to a Field Manager for his or her written approval. In completing the Initial Suitability Report and Recommendation the case agent must address the following factors( or indicate that a particular factor is not applicable):
a. the person's age;
b. the person's alien status;
whether the person is a public official, law enforcement officer, union
official, employee of a financial institution or school, member of the
military services,a representative o r affiliate of the media, o r a party to, or
in a position to be a party to, privileged communications ~, a member
of the clergy, a physician, or a lawyer);
c.the extent to which the person would make use of his or her affiliations
with legitimate organizations in order to provide information or assistance
to the ILEA, and the ability of the ILEA to ensure that the person's
information or assistance is limited to criminal matters;
d.the extent to which the person's in fonnation or assistance would be
relevant to a present or potential investigation or prosecution and the
importance of such investigation or prosecution;
e.
f. the nature of any relationship between the CI and the subject or target of
an existing or potential investigation or prosecution, including but not
limited to a current or fomler spousal relationship or other family tie, and
any current or former employment or financial relationship;
the person'sm otivation in providing information or assistancei,n cluding
any considerations oughtf rom the governmentf or this assistance;
g.the risk that the person might adversely affect a present or potential
investigation or prosecution...."

Does the Greensboro Police Department have any such rules for confidential informants? And if not? Why?



And finally, the straw that breaks the City's back:

"A confidential informant is a person who provides information about criminal activity to law enforcement officers. The identities of these individuals are privileged in order to protect these individuals against retribution from those involved in crime. Statements made by a confidential informant are testimonial in nature, and therefore, may not be offered by the government to establish the guilt of an accused absent an opportunity for the accused to cross-examine the informant. However, evidence that is provided merely by way of background or is offered only to explain how certain events came to pass or why the officers took the actions they did, is not offered for the truth of the matter asserted. So in other words: If Councilwoman Marikay Abuzuaiter is in-fact a confidential informant as claimed in the e-mails published by Eric Ginsburg and Yes! Weekly in an effort to discredit Councilwoman Abuzuaiter then someone with GPD and/or the City of Greensboro has in-fact committed a felony.

So which is it? Is Marikay a confidential informant or not? Mayor? Ms City Manager? Chief Miller? Mr City Attorney? Perhaps one or more of you would like to comment below before this blog post buries all of you? Like I keep telling you, the longer you wait the more people believe me.
