If there are 3 Black and 4 White districts, and an item is approved 4, but can be vetoed by 1, and it takes 5 votes to override the veto, how does the new City Council plan not "deny to any person within its jurisdiction the equal protection of the laws"?
My guess is Trudy's initial plan was a trial balloon, with a less easily objectionable plan to replace it waiting in the wings, which will be enacted without all the hoopla.
