Did Nancy Barakat Vaughan Lie To Help Roy Carroll?

In an August 17, 2014 editorial the News & Record editorial staff writes  of Roy Carroll's Bellemeade Village project:

" And, among all of the recent major initiatives begun or planned for the center city, it is the only one that doesn’t involve tax incentives or other forms of taxpayer assistance."

Previously, on July 18 the News & Record wrote:

"And the best part: He said Bellemeade Village is the largest downtown development that has not required public incentives.


“I would have to agree with him,” Mayor Nancy Vaughan said.


Vaughan pointed out that public money is going into each of the other three large downtown projects currently underway: the performing arts center, the Union Square Campus and the Wyndham Hotel planned for Elm Street.

“Anytime you’re putting $50 million of private investment on the tax roll, it’s a good thing,” she said."

But last night JoeyG wrote:

First we give Roy Carroll a city block for his project (at no charge) and now he is reimbursed for the costs of building and George Hartzman confirms that City Council approved the payout just last night.

Update: To answer my last question: rather than answer it herself, Mayor Vaughan removed the post from her Facebook page.
