Samuel Spagnola on the legalities of Greensboro's redistricting

"There is no Constitutional or VRA legal issue here. Trying to make one is a waste of taxpayers money. Nobody's right to vote is affected nor is there any dilution of minority representation. The VRA does not command that districts be drawn to maximize minority representation, rather they cannot be drawn to disproportionately diminish them. In any case, the new districts do neither.

These complaints use race as a smoke screen when the real complaint is about partisan politics pure and simple. But you can't file a lawsuit over partisan districting, so you sound the race alarms."
