Per a City of Greensboro employee who was at the meeting and received information, this pirt request is incomplete.

It is missing ICMA-RC documents 0180198-00002-00

0182981-00002-00

0182900-00003-00

and ICMA-RC's 0186480-00002-00 "Managing Retirement Security with an Income Advantage", which says "The Fund's guarantees are provided in exchange for a one percent annual guarantee fee assessed on the Fund's Market Value" on top of all the other fees, and  "Prudential reserves the right to increase the annual guarantee fee up to 1.5%".

The withheld document also states "a 1% guarantee fee, and a 0.60% fund management fee".

1 plus 0.6 = 1.6%.
.
.
This means the public and City Council members who were under the impression all the information has been released have been misled by City management and some in the HR department.
.
.
This appears to be a violation of public records law Mr. Carruthers.
.
.
"Because you referenced that the item was allegedly from City employees, the City Manager’s Office is the appropriate place to review the item."

Donald Turlington
.
.
I guess it's not alleged anymore Donnie.
.
.
"...the City does not see any additional benefit in continuing to discuss this item with you.

In this case, the City has heard your concerns and provided time, records and attention to responding to those concerns..."

Donald Turlington

What does Donnie read like,
when he sells out his co-workers
for Jim and Mary's management association?

Jim, Mary, Donnie and whomever lied by omission.

The News and Record and the Rhino has their back, which makes them complicit.

City employees have been betrayed.

City Council continues to do nothing, with full knowledge, while candidates for office have been barred from answers.

g

The City of Greensboro lied
in response to a public records request,
has been caught red handed,
and our local press won't report it
for the benefit of local City executives
and entrenched City Council incumbents
to the detriment of City employees
and they are going to get away with it
because it may harm the financial industry's profit margins.
