...you should demand release of the "black book" if the City is still intent on arguing publicly that it was used maliciously. If that is their position, they cannot refuse to release it based on exceptions to the public records laws. This is a matter of high public importance and where allegations of wrongdoing are made, then the public has the right to see the evidence."
