City of Greensboro |
1,276 parking spaces at Bellemeade Deck produced $1,115,001 in FY 16-17
$1,115,001 / 1,276 = $873.83 per parking space between July 1, 2016 and June end, 2017
City Council voted to pay "annual operating expenses and debt service costs totaling approximately $2,285,000 [to be funded by] operating revenues from the new deck, existing parking fund revenues, and general fund revenues", for Elm Street Hotel, LLC [Randall Kaplan, George House and Greg Dillon among others, for the], redevelopment of the Elm Street Center and a new six story, 850-space parking structure that would serve the new Hotel and Event Center along with other growing downtown public parking demands"

If each new space brings in $873.83 a piece, some of the money is going to come from the other parking decks.
If each new space brings in $873.83 a piece, 850 spaces pays $742,755.50 per year at the old rates to pay $2,285,000 per year in "annual operating expenses and debt service costs".
The city said it will repay the loan with parking revenue.
It plans to raise monthly parking rates throughout downtown starting Jan. 1, 2019
from $65 a month to $80 or $90 a month.
There will be another smaller increase in 2020.
Margaret Moffett
$90 a month from $65 is a $25 increase per month.
$25 x 12 = $300
$65 x 12 = $780
$300 / $780 = A 38% increase in taxes on parking to pay for Randall and friend's new for-profit business venture, which will make money from the Greensboro taxpayer supported performing arts center down the street, which Randall, George and Randall's candidate wife enabled to profit from.
$742,755.50 x 1.38 = $1,025,002.59
$2,285,000 - $1,025,002.59 = a annual shortfall of $1,259,997.41 to pay for Randall's profit, after he milks his local downtown patrons with a massive parking tax increase.
"Vaughan repeatedly assured speakers
that no taxpayer funds would be used to build the decks."
The only other bucket of money to pay the difference
is "general fund revenues", which is "taxpayer funds"
City Council, led by Nancy Vaughan, lied to Greensboro's taxpayers.
City Council, led by Nancy Vaughan, betrayed their oaths of office.
City Council, led by Nancy Vaughan, may very well have committed acts of fraud against the public, along with Randall Kaplan, his wife Kathy Manning etc...
