I'm not at all familiar with the process known as certificates of participation but it appears some GPAC2012 supporters want to use it to build a downtown performing arts center without voter approval. It sounds good on the surface but I have to ask, if certificates of participation are so great then why hasn't Greensboro used them to address community problem throughout all of our neighborhoods.
Sorry, 50 plus years of corrupt Greensboro politics has left me jaded and skeptical of anything and everything the City of Greensboro puts its name on.
