Downtown Greensboro Greenway Costs Skyrocket

A little tidbit I gleaned from City of Greensboro PIRT #2469:

Attached is the anticipated schedule for the Downtown Greenway. Here is a short
explanation of the phases:
Phase Route
Phase 1B Eugene to MLK along Bragg
(Phases 1, 1A complete)
Phase 1C from MLK&Bragg to Lee St.
through proposed development

Phase 2 Murrow Blvd and Fisher Ave
from Lee to Greene
Phase 3 From Greene to Prescott
along Fisher, Eugene, Smith
(Phase 3B complete)

Phase 4 A&Y Railroad
from Spring Garden to Smith
on existing railroad
The City has spent $2.6 Million in Bond funds on the downtown greenway for
design and construction for various phases. The $2.6 Million came from 2000
Bond funds so that we could start Phase 1A earlier.

Based on the issuance of the 2008 Bonds, $2.1 million in Bond funds has been
issued for the greenway. A portion of this, $600,000 will go to match the Federal
grant to build Phase 2e/3a/3c. The remaining portion will be used to construct
Phase 1b which will be ready for construction 2/20/14.

The City has secured a $2.8 Million Federal grant to build Phase 2e/3a/3c.
Phase 2e/3a/3c is estimated to cost $3.5 million and will be under construction
3/24/14.
The City also secured another Federal grant for $487,000 for design of Phase II.
The estimated cost of Phase II, which involves a total rebuild of Murrow
Boulevard, is $10.5 Million. A funding source has not been identified for this
section of the Greenway.

All totaled:
City Bond Funds = $2.6 Million(2000 Bond) + $2.1 Million(2008 Bond) = $4.7
Million
Federal Funds = $2.8 Million + $487,000 = $3.287 Million
Total = $7.987 Million

So let me get this straight, the cost of Phase 2 alone is $10.5 Million and the overall total for the entire Downtown Greenway comes to  $7.987 Million? I'm thinking the assistant to the City Manager is going to have some questions very soon.
