April Harris Provided DGI Clean and Green Breakdown

If the Downtown Greensboro Foundation, created in 2011, made grants for $19,953 and $12,386 = $32,339 listed under expenses to DGI, and DGI took $27,150 for "Management and Overhead Expense", and a contract says "in exchange for the City of Greensboro's financial support in the amount of $103,500 during FY 2011-12," DGI agreed to "Provide for the professional management of various programs and projects that may be initiated by DGI and/or funded through city grants, and "Other services that may be required and agreed to between DGI and the City of Greensboro", why did DGI recieve $27,150 for Management and Overhead Expenses on top $258,500, and why did a new foundation with all the same board members and officers have to kick back $32,339?
