On DGI accounting irregularities

"For the FY 2011-12, Greensboro's City Council Voted to provide $713,500 to DGI over 3 different contracts, including $135,000 fee to manage the Business Improvement District Sales Tax Distribution (BID) funds, a $20,000 program management fee for the enhanced city project fund, and $103,500 fee to

manage economic development services contract labeled "operation and administration".

Total Management Fees = $258,500, or about 36% of the $713,500 allocated to DGI.

In the "Addendum to Contract for Services between City of Greensboro and Downtown Greensboro Inc., Exhibit A states "in exchange for the City of Greensboro's financial support in the amount of $103,500 during FY 2011-12," DGI agreed to offer the City of Greensboro services "in a non-partisan manner" including;

G. "Provide for long term vision development"

I. "Provide for the professional management of various programs and projects that may be initiated by DGI and/or funded through city grants.  This management includes program oversight and general accounting."

And J. Other services that may be required and agreed to between DGI and the City of Greensboro.

On page 9 of Action Greensboro's Consolidated Financial Report for years ended December 31, 2011 and 2010, Action Greensboro's auditor Bernard Robinson & Company states "Downtown Greensboro "DGI" provides daily maintenence, cleaning, landscaping, repair and security of the Park for an annual fee of $199,455."

A breakdown of Management and Maintenance Costs reluctantly provided by Action Greensboro's April Harris for the current FY, includes a $27,150 (16%) DGI Management and Overhead Expense fee. 

It is my understanding that at least four city council members were unaware of the $27,150 management fee.

DGI's Statement of Activities dated 10/12/12 states "line item 3400-11 = $199,455", but line item 4400-11, titled Park Expense  = $172,305

If DGI's Management and Overhead Expense for Center City Park = $27,150 of the $172,305, and DGI's contract says "Downtown Greensboro "DGI" provides daily maintenence, cleaning, landscaping, repair and security of the Park for an annual fee of $199,455", while the "Addendum to Contract for Services between City of Greensboro and Downtown Greensboro Inc., Exhibit A states "in exchange for the City of Greensboro's financial support in the amount of $103,500, during FY 2011-12," DGI agreed to offer the City of Greensboro services "in a non-partisan manner" including; I. Why is the City of Greensboro paying $27,150 in management fees on top of $103,500 for project management?

If Total Management Fees voted on by city council = $258,500, or about 36% of the $713,500 allocated to DGI, why wasn't the $27,150 included?

If the contractual yearly total compensation to the Budd Group for the "Clean and Green Program" was $304,750 from 3/1/2010 to 2/28/2013, why is the 7/1/2011 to 6/30/2012 DGI buget allocation for "Clean and Green Services" $334,000?

$334,000 - $304,750 = $29,250

If $27,150 + $29,250 = $56,400, what happened to the money?

Page 1 of the maintenance agreement with Center City Park Shows a $200,000 allocation from Greensboro's General Fund and "An additional $150,000 allocation shall be made" from the BID fund "shall be used, as necessary, for the extraordinary expenses associated with Center City Park such as those associated with the operation and maintenence of the fountain and water features." And "Any balance of said Sales Tax Distribution funds may be used for normal Park expenses.

If DGI's contract says the annual fee for daily maintenence, cleaning, landscaping, repair and security of the Park is $199,455, what happened to the $545?

What happened to the $150,000 extra for Center City Park?

On June 30, 2011, DGI foundation owned $78,560 worth of ice rink.

If 90% of DGI's funds come from taxpayers, and the foundation ended up with $78,560 worth of ice rink, did some choose to go around the city and county elected official votes to hide the purchase within the Downtown Greensboro Foundation?"


Them numbers don't jive.
