Greensboro Megasites: What's Wrong With This Picture?

On Thursday the Burlington Times-News reported that it would cost the City of Burlington $14 Million Dollars to run water lines alone from Burlington's nearest water main located on US 70 to the Project Haystack site located at the Guilford County Prison Farm at 7315 Howerton Road, a distance of... oh about 5 miles or so. Greensboro will be handling the sewer.

On Wednesday I was shown a map of the routing of the water and sewer lines that are to be run to the proposed Liberty Megasite located in Randolph County. Now what makes the Liberty Megasite interesting is that first a water line must be run from the Randalman Dam to Greensboro because there are no water treatment plants at the dam. Then a line must be run 20 plus miles from Greensboro to the Liberty Megasite. For some reason they are also running a line northeast from Liberty towards Snow Camp that appears to be about 6 miles long. And then finally they are running a 21 mile long return line from the Liberty Megasite back to the Randalman Dam so that the treated water doesn't get stagnant in the pipe. All and all, somewhere over 40 miles of new water and sewer pipe.

But what really makes it interesting is that on Wednesday I was also given a copy of a letter from the Office Of The Mayor, City of Greensboro, dated December 18, 2012, addressed to David M Powell, CEO Piedmont Triad Partnership and cc: Bonnie Renfro, President, Randolph County EDC and Andrew W Scott, Assistant City Manager, Economic Development, City of Greensboro and signed by none other than then Greensboro mayor, Robert V Perkins.

In that letter it states:

"The City of Greensboro is willing to provide water and sewer infrastructure to serve the site. The estimated construction cost that the City of Greensboro is willing to offer in support of the Liberty Project has been estimated at $19,586,033."

So let me see here, it's going to cost Burlington $14 Million to run 5 miles of water lines alone but amazingly Greensboro can run 40 plus miles of water and sewer lines for just $5 Million more. What's wrong with this picture?
