Hightower, who is black, is the most overtly racist member of the City Council in the past 20 years. But the city staff has figured out how to deal with her. Hightower simply argues with any white person who stands at the podium and talks about MWBE participation. So the city staff makes sure a black person is the one sent to the podium to address Hightower’s concerns."
