Why isn't it debated within the public sphere?

If X group/county/outfit etc... had the device and could get into in the Potomac river around DC,
and detonate, the instigator wouldn't be known like a rocket fired off from a landmass
into a radar field in which the whole world would know who did it
The world's financial markets would get cut in half...
So why hasn't anyone who has the means pulled the trigger?
Probably some of the same reasons only a few airplanes flew into buildings on 9/11
and not much since
