"Mayor Holliday introduced a resolution authorizing purchase in the amount of $1,250,000 of property of Residence Development Company for the McGirt-Horton Library project and other City organizations.
After brief discussion with regard to the source of funding for this purchase and the benefits this would provide to the neighborhood and the City, Councilmember Phillips noted that his “no” vote was because of the purchase price.
Councilmember Wells moved adoption of the resolution. The motion was seconded by Councilmember Bellamy-Small; the resolution was adopted on the following roll call vote: Ayes: Barber, Bellamy-Small, Carmany, Gatten, Groat, Holliday, Johnson and Wells. Noes: Phillips.
239-07 RESOLUTION AUTHORIZING PURCHASE OF PROPERTY OF RESIDENCE DEVELOPMENT COMPANY FOR THE McGIRT-HORTON LIBRARY PROJECT AND OTHER CITY ORGANIZATION PROJECTS
WHEREAS, in connection with the McGirt-Horton Library project and other City organization projects, the property owned by Residence Development Company, Tax Map No. 399-2-26 and 27 is required by the City for said projects, said property being shown on the attached map;
WHEREAS, the required property has had multiple appraisals at reflected values of $1,265,000, $1,070,000 and $1,280,000 and the Guilford County Tax Assessor’s Office lists the tax value at $1,428,200;
WHEREAS, the owner has agreed to settle for the price of $1,250,000, which settlement, in the opinion of the City Council, is a fair and reasonable alternative to condemnation;
WHEREAS, the owner has agreed to convey said property to the City at the agreed price and it is deemed in the best interest of the City to acquire said property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREENSBORO:
That the agreed price of the above mentioned property in the amount of $1,250,000 is hereby approved, and the purchase of the property in accordance with the agreed price is hereby authorized, payment to be made from Account No. 451-5502-01.6011, activity #07176.

Corporate welfare strikes again. Residence Development Company is owned by Katherine S Weaver of the prestigious Weaver Foundation.
The proposed unnamed buyer of the Bessemer Shopping Center is Mr George Carr of Beacon Management Corporation. and on the Board of Directors of Carolina Bank.
A new McGirt-Horton Library has since been built on the southwest corner of the shopping center property.
What? You thought I was smart enough to bury all these politicians on my own in just a little over a year? I've got a growing army of helpers whose names will go to my grave unless they themselves decide to tell you who they are. And finally a nod to Councilwoman Johnson for telling me who the proposed buyer is. I had been told by someone else that it might be Katherine Weaver and called to verify.
