Was The City Complicit?

Were City of Greensboro officials aware that Marlene Sanford of TREBIC was acting illegally when they helped her lobby the State of North Carolina for changes in the Jordan Lake Rules? And what was the Greensboro Partnership's roll in changing Jordan Lake Rules?

On Monday all 3 bills were calendared, but all 3 bills were pulled on the floor for more negotiations.
Last night S382 died on the Senate floor (so there won’t be legislation-driven changes to water and
sewer extension policies), but H953 passed at 12:30 am and S229 passed this at 2:30 am. Both those
bills are now on their way to the governor and she will have her 30 days to sign, veto or let them
become law without her signature. Both bills have so much in them it’s hard to imagine that she would
veto them, but we’ll take steps if that becomes a threat.

The hearing will be before the House Rules Committee at 5:30 on Monday evening.
Just to clarify in terms of process... Based on my conversation with Blust, he is planning to ask that this
language be included in a proposed committee substitute (alternate version) of SB426 which is already
on the Rules Committee calendar for consideration on Monday. However, the Committee's adoption of a
stand alone amendment would have the same effect.
If we are successful in getting this language added to SB426, the bill will only have to pass the House
and go back for a concurrence vote in the Senate. Given that the NCGA is racing toward adjournment in
the next week, this is good news.
I am waiting on a call now from Sen. Berger and/or his Chief of Staff to determine Berger's position on
this issue and willingness to shepard its' approval in the Senate.
