From the ordinance:
"No applicant shall be eligible for issuance or renewal of a privilege license under this section if the applicant or any member of a group applying for a license has been convicted of two (2) or more offenses within a period of five (5) years preceding the application where each offense involved an assault, communicating a threat, illegal use of a weapon or other act of violence or attempted violence."
And yet those same requirements don't have to be met for most other types of business and o rprivilege licensees. It's called, discrimination and in the good ol' US of A, discrimination is illegal. DGI stakeholders don't have to meet those requirements. Nor do most of their tenants. Nor do 99% of the business owners and vendors in Greensboro. Only in rare cases like when alcohol is being served or terrorism is a concern does government prevent persons from the right to engage in doing business or the work of their choice. As far as I know our downtown buskers haven't been involved with selling liquor on the streets or blowing up buildings downtown. If you hear of it let me know.
