GPAC is not going to belong to the City of Greensboro. I've been looking into the Articles of Incorporation of the various foundations that have pledged money and none of them can legally give money to the City of Greensboro or any property owned by the City of Greensboro. The only way they can support GPAC is if GPAC becomes a 501 c(3) that is entirely separate from the City of Greensboro. Their Articles of Incorporation clearly state who they can support and government projects are not among them. Not any of them.
GPAC supporters intend to turn GPAC into a privately owned non profit funded by the City of Greensboro. They're going to take our tax dollars and run. It's City Center Park all over again. We pay to keep it up. they own it, they run it and they collect the proceeds.
For example: the following link is Article III from the Articles of Incorporation of the of the Toleo Foundation, originally called the Kaplan Family Foundation, one of the GPAC doners to the tune of $5 Million. You'll note they are very limited as to who they can give money to and that all their recipients must be 501 c(3) non profit corporations. All the articles of Incorporation of all the foundations involved are written in a similar manner. As a matter of fact: All charitable foundations everywhere are restricted to giving only to non profit 501 c(3) corporations by State and Federal laws. To do otherwise would mean the loss of their own non profit status, huge repayments of back taxes to Federal, State and local governments and in some instances criminal charges against the managers and boards of said non profit foundations
If you'd like to search for the Articles of Incorporation for any of the GPAC foundation doners you may do so at the NC Secretary of State. Type in the name of the foundation and click search. When you find the foundation you are looking for click on 'View Document Filings' near the top of the page. You'll then be taken to a page that lists .pdf files that begin with the Articles of Incorporation. A few of the foundations involved are so old that their Articles of Incorporation cannot be accessed electronically but rest assured they too can only give to other non profit corporations.
Please, do your damdest to prove me wrong. You won't be able to but give it your best shot.
In closing, what Walker Sanders, Robbie Perkins, Nancy Vaughan (member GPAC Task Force) the other members of the GPAC Task Force and various connected political cronies are asking us to do is create a performing arts center built on property paid for by the City of Greensboro, maintained with your tax dollars and untaxed on the most valuable piece of real estate in all of Guilford County. And it will be owned and managed in the very same way and by the very same "non profit" foundations that brought us the nightmare known as City Center Park, shadow corporations, pass thru fees, double billing and all. And they're already using bait and switch with your tax dollars to do it.
And to think, you were considering voting for Robbie Perkins or Nancy Vaughan for mayor when all along both knew or should have known the plot that was being hatched.
