GPAC Binding Contracts

Got a reply from the City of Greensboro this morning on a Public Information Request sent back in December:

please produce the "binding contracts" "Sanders said donors have signed pledge forms committing $30 million to the project so far.
He said the pledge forms are binding contracts."
By Greensboro city council vote, the binding contracts are supposed to already have been produced before monies were spent.

So I guess there are no "binding contracts" that Walker Sanders could provide to the City of Greensboro?
