Say Yes To Education-- The E-mails: Part 2

In Say Yes To Education-- The E-mails: Part 1 I posted my most recent e-mail sent to one school board member, one county commissioner and one city council member. The school board member quickly replied:

"I have deep concerns about Say Yes and so do people in the Black community.  I was stunned when Mary Vigue was hired and very disappointed in the decision making.

This effort could very well deepen our inequities.  I always say and firmly believe when poor and working class blacks and whites realize what's going on and gets together- this mess will end!"

My reply:

"Just be sure to pass it along to the rest of your board.
And thanks for your reply. You've expressed concerns about Say Yes in the past-- I've seen it. I'm not out to damn anyone in particular, I just don't understand why George seemingly went unheard when he presented so much evidence both publicly and privately.
I also know the N&R participated. Perhaps board members were mislead. If that was the case then it quickly needs to be made public and those responsible held accountable. Entire boards couldn't have participated in a Ponzi scheme like this. The money is freaking off shore and no one will say how much there is!
And this lady just hired for school superintendent???? She was voted a 95% disapproval rating by the teachers in Syracuse in 2014 and she gets hired here? She can't take care of 20,000 students so we give her 70,000? How could that happen? This is the UNCG Linda Brady scandal all over again."

The County Commissioner's reply:

I've not heard back from the County Commissioner. Should I hear back I will update.

The City Council member's reply:

I've not heard back from the City Council member Should I hear back I will update.

Regretfully, our County Commissioners and City Council members think this is only the school board's problem but let's not forget that both City and County governments invested in what appears to be yet another Ponzi scheme.

Now with that out of the way let's go to October 20, 2015 with these 2 e-mails from George Hartzman:

An honor sir,

Why is there more than $25 million in the Weiss Investment Strategy?

Why only one investment manager?

Why is almost $29 million located in "Central America and the Caribbean"?

Where are the details of the individual scholarships?

How did investment income come to more than $10 million in 2012 and $7 million in 2011?

How are the 2012 returns possible on a little more than $28 million?

Where are the 2013 and 2014 990s?

Why so much compensation?

Why so much "Organizational Strategic Review?

At first glance, it looks like a Ponzi scheme.

Why would you hire someone who just finished keeping investment fees high for City of Greensboro employees?

.

.

I have also inquired for correspondence via information requests at the City of Greensboro and GCS;

Say Yes to Education information request for Guilford County Schools

Please provide all documentation and communications involving Say Yes Guilford, Say Yes to Education and correspondence between the two foundations tasked with managing the money for the program for Guilford County.

Please provide all documentation and communications involving Guilford County School's due diligence concerning Say Yes to Education.

Please provide all documentation and communications involving Guilford County School's due diligence concerning the investment management determinations for Say Yes Guilford.

Please provide all documentation and communications involving Guilford County School's estimates for the amounts and number of scholarships to be distributed via Say Yes Guilford.

Please provide all documentation and communications concerning the investment management fees for the endowment for Say Yes Guilford.

.

Say Yes to Education Independent Contractor Compensation the News and Record's Susan Ladd failed to report

.

.

Please provide your due diligence showing this isn't a scam.

Please let me know what you find out.

It would not be good for Elon Law School, Greensboro or Guilford County to be caught up in what looks like a racketeering enterprise.

Thanks,

No it would not look good for Elon Law School or Guilford County to be caught up in what looks like a racketeering enterprise.

You see, it won't do them any good to have me bumped off as too many others got the e-mails as well.

So what was their reply? We'll get to that later. What might be even more interesting is this November 4, 2015 e-mail George sent:

OK, as a representative of the partnership between Elon Law School, please provide documentation and arithmetic as to how Say Yes showed GCS how it is going to "meet 100 percent of the public, in-state college cost not already covered by federal or state aid".

As a partner of the program, Elon Law School performed basic due diligence on the Say Yes to Education Foundation, right?

Where will the money be invested, and at what cost?

What will the salaries be of Say Yes Guilford employees?
What percentage of the total amount will be directly given to students each year?
What will the money be invested in?

Why is most of Say Yes to Education's money, $28,944,837, invested in one fund,  located in "CENTRAL AMERICA  AND THE CARIBBEAN INVESTMENTS N/A "?
Is Say Yes Guilford to be considered a fiduciary?
Will the investment manager be considered a fiduciary?.

Skip Moore wrote me the following;

"Funds will be invested and managed by the two community foundations. Fees will be normal and customary.

The Say Yes guilford staff is hired by the Say Yes Foundation of New York.

There will be a normal endowment distribution."

Good afternoon,

As a board member of Say Yes Guilford, please provide documentation and arithmetic as to how Say Yes showed GCS how it is going to "meet 100 percent of the public, in-state college cost not already covered by federal or state aid".

Which I forwarded to not one but two Guilford County Commissioners, one Democrat and one Republican, on November 4, 2015:

"George has dug up something very important here. One of the funds that the money for Say Yes to Guilford's funding has been placed in has been dissolved and is no longer in existence. So where is the money? We're talking about what looks to be a huge chunk of $28 Million Dollars.

Now in case you are unaware, George is a financial genius and as much as people don't like him he knows the investment industry better than anyone you know including every person working for the city and county. He harped about the City Retirement Plan for over 2 years but despite the fact that John Hammer and others made him out to be crazy the City finally switched to the plan George was recommending. Of course, the only place it was reported was on EzGreensboro.com.

George and I are right far more times than we are wrong and the fact that people don't like the way we do things doesn't change a thing. And seriously, my son is dead, I've no dog in this fight and don't give a shit and don't intend to write or act on this issue. But with $28 Million at stake and the fact that I think both of you are pretty straight shooters I don't want to see you get your asses handed to you when this thing finally blows up.

And believe me, even if there were no George or Billy you could not stop a $28 Million Dollar Fraud from blowing up. Say Yes is falling apart all over the nation, somebody needs to be doing their homework. Someone already should have.

-Billy"

What was their reply? Same as before. Never heard back. They thought everyone would forget and even if George was right no one would ever know they had been warned. Three governing councils, the Guilford County School Board, Guilford County Commissioners and Greensboro City Council all jointly responsible for having lost over $28 Million Dollars of taxpayer money that could be providing educations to your children but is gone, gone, gone...

And despite all of our warnings no one from Guilford County, Guilford County Schools or the City of Greensboro ever bother to look up the Weiss Earnings and Loss Reports:

And those reports don't even take into account the Say Yes to Education money Weiss is moving off shore.

Are our local government entities being run by idiots who marvel at shiny things?

So where is the money? We'll get to that in Say Yes To Education-- The E-mails: Part 3

And please remember to support Billy Jones for Mayor of Greensboro in 2017.
