State auditor slams Guilford Superior Court Clerk Lisa Johnson-Tonkins for lax finances"

"The N.C. Office of the State Auditor criticized the Guilford County Superior Court Clerk’s Office on Wednesday for lacking adequate safeguards to protect the millions of dollars in public money it handles.

In the months under review, Johnson-Tonkins’ office handled cash
from fines and other court payments that totaled $43.2 million, 
bond forfeitures of $3.9 million 
and estate fees that came to about $635,800.

State Auditor Beth Wood said in a financial report issued Wednesday afternoon that her office found that “cash and checks were not adequately safeguarded” during an eight-month period in which more than $43 million in public money moved through the office.

...Guilford Superior Court Clerk Lisa Johnson-Tonkins disputed the findings, saying that Woods’ investigative team ignored checks and balances her office has in place to protect public money and to insure accounting accuracy.

But Wood’s report leveled sharp criticism:

“Staff in the clerk’s office had the ability to change information in multiple systems, resulting in inadequate segregation of duties,” Wood said. “Improper segregation of duties increased the risk that errors, unauthorized transactions and fraud could have occurred and remained undetected.”

The report covered the period from July 2015 through February 2016, adding that “while no instances of fraud were identified during the audit period, an increased risk of undetected fraud existed.”
Auditors said they monitored one day’s “cash closeout process and found that change funds totaling $1,900 were not being verified.”

...A former assistant district attorney, she is the daughter of Greensboro Mayor Pro Tem Yvonne Johnson.  Johnson-Tonkins also differed with the auditor’s assertion that Guilford’s accounting system did not “adequately safeguard” cash, noting that the county is unique because it has fully functioning courthouses in Greensboro and High Point, each with its own bookkeeping department.
