Carroll said in an email this morning:
“... After further study of the proposed districts, I’m not in favor of this bill being passed.
“I stand completely where I have from day one. I like the idea of 4 year staggered terms and I like the theory of a smaller city council with more district representation. But I’m concerned about the ramifications of the proposed districts as presented in SB36.”
Carroll was not more specific.
