Company Description: TriadFirst Capital (TFC), a North Carolina non-profit corporation, has been established to seed and nurture a new generation of entrepreneurial leaders in the Triad region. We believe this is the single most important requirement for revitalizing and ultimately transforming the Triad economy. TFC is working toward this goal by: Recruiting and sponsoring entrepreneurs seeking to own or lead local companies. Organizing an investor network to fill the financing gap for local deals. Having TFC Partners take individual ownership (private equity) and operating positions in select Triad companies.

CEO David Powell continues to refine PTP goals

...Powell has also launched Triad First Capital “to seed and nurture a new generation of entrepreneurial leaders in the Triad region,” according to the group’s mission statement.

...Powell had culled PTP’s board from 46 members to 33, putting his first leadership team in place: Kelly King as board chair, Stan Kelly as secretary/treasurer, and Bobby Long, Nido Qubein and Allen Gant Jr. as first, second and third vice chairmen.

The 2014 10 to Watch: How did they fare? — David Powell

...the Powell years, beginning in 2011, marked the end of PTP as a vessel for marketing the Triad regionally. Powell's predecessor, Don Kirkman, worked tirelessly and publicly (and often thanklessly) to advance the concept of the various Piedmont Triad counties working together to market themselves as a region.

But it was a suit that never quite fit Powell. He was less visible to the media and the public in general, and seemed from the beginning to reject the requirement that PTP market and represent such a large area, with so many seemingly conflicting needs among the various cities and counties.

Instead, Powell — with the blessings and funding of several top Triad executives including BB&T's Kelly King and former Greensboro mayor and banker Jim Melvin — bet big on two concepts: developing a megasite to attract what Powell called a "catalytic" project, like an automobile plant; and creating a group called Triad First Capital. TFC's mission is described as raising money and using it to "seed and nurture a new generation of entrepreneurial leaders in the Triad region."

As 2014 came to a close, Powell — working closely with Melvin and Greensboro real estate broker Sam Simpson — had success in piecing together options for about 1,350 acres in the Liberty area of Randolph County.

...the great uncertainty of attracting an auto plant.

...TFC, under Powell's guidance, has also to-date been relatively quiet.

"David Powell reflects on finishing megasite work, life after PTP

As president and CEO of the Piedmont Triad Partnership, David Powell has spent a great deal of energy assembling land for a megasite in Randolph County that could house an auto manufacturer

Though Powell will no longer be president and CEO of PTP — former Wells Fargo exec Stanhope Kelly has been named to those posts on an interim basis — Powell said he has been asked by the PTP board to complete land assembly for the megasite over the next six months

...So far, PTP has been the only entity that has controlled the real estate associated with the project, said Sam Simpson, a broker with Simpson Commercial who has been hired to assemble the megasite land on behalf of the PTP.

A separate organizational structure for the megasite would represent the interests and views of all partners seeking a stake in the project.

...Powell said he plans on staying in the Triad to pursue the private commercial real estate business, and is already pursuing partnerships with several developers...

One of those development partners is Simpson. The two became friends through their work on the megasite project.

"Sam and I are looking at several different projects across the state of North Carolina to develop," Powell said."

David Powell on the Randolph County Megasite, his future business interests in the area, Triad First Capital, Sam Simpson and Jim Melvin

Powell — with the blessings and funding of several top Triad executives
including BB&T's Kelly King and former Greensboro mayor and banker Jim Melvin
bet big on two concepts: developing a megasite to attract what Powell called a "catalytic" project,
like an automobile plant; and creating a group called Triad First Capital.

TFC's mission is described as raising money and using it to
"seed and nurture a new generation of entrepreneurial leaders in the Triad region."

As 2014 came to a close, Powell
— working closely with Melvin and Greensboro real estate broker Sam Simpson
— had success in piecing together options for about 1,350 acres
in the Liberty area of Randolph County.

Triad Business Journal

"Powell said he plans on staying in the Triad
to pursue the private commercial real estate business.

He is pursuing partnerships with Simpson,
as well as developers who have nothing to do with the Randolph County megasite."

"As well as", meaning Powell appeared to have plans
to profit from the water and sewer between Greensboro and Randolph County
via a partnership with Sam Simpson
with what appears to be stolen money
with some kind of consent from Jim Melvin etc...

"I've been working on this since 2011," Powell said.

If David Powell had been embezzling money since 2011
on top of a $326,000 salary,
what was he doing with the money?

"It was my idea.

It was something that I put a lot of risk into.

"Risk" as in some of his allegedly stolen money into properties
set to rise in value as he worked to get Greensboro hooked into water and sewer
south of town?

It's a great moment that the county stepped up.

Now that they've stepped up,
I think we are going to be able to entice other stakeholders to put money into it."

.
"In a bid to draw new investors into its fold, the Piedmont Angel Network is adding to its structure and launching a new brand name.

PAN, as the organization has been known for over a decade, is in the process of launching a sister organization to be known as Triad First Capital Network. That organization will be a membership group to which interested individuals will pay a membership fee in order to gain access to deals under consideration. The individual investor will decide whether to put his or her money into a particular company.

Powell put most of his energy into two projects;
the creation of a megasite with the aim of drawing an automaker or similar big employer,
and the creation of TriadFirst,
a group designed to help provide capital for growing local businesses.

Triad Business Journal

...In committed capital funds, members pool their money upfront, then perform their due diligence and decide collectively whether or not to invest in a deal.

...since the group decided to join under the Piedmont Triad Partnership regional economic development umbrella last summer, it is now putting more focus on broadening both its reach and impact...

...Most of the deals that members of Triad First Capital Network will see will be traditional angel investments, but they'll also have some opportunities to take part in some other kinds of deals such as company recapitalizations or commercial real estate development. Those kinds of deals would flow through Triad First Capital Private Equity, a separate fund currently in the fundraising stage being spearheaded by PTP CEO David Powell and others.

...The expanded investor options should succeed in bringing new investors to the table..."

.
"Triad First Capital

Investment Objective

At TFC, we seek to achieve financial returns for members
through private investments in select businesses and real estate assets
that we expect will benefit the Piedmont Triad region of North Carolina.

...At TFC, our management team believes that a principled investment approach,
combined with a disciplined investment process,
will yield the best outcomes for our members and the Triad.

...The Board includes local entrepreneurs and executives
capable of identifying and evaluating unique investment opportunities in the Triad,
who have extensive networks within the business,
banking, transaction service provider, investment, entrepreneurial, private equity,
and venture capital communities in the area...

...TFC will establish a separate limited liability company (“LLC”)
for each specific investment made by TFC members.

What did David Powell do with the money?

Each LLC will be managed by TFC.

An investing TFC member will become an LLC member of the LLC
in which the TFC member determines to make an investment."

The News and Record's Richard Barron on $2.3 million Greensboro taxpayer dollars for Jim Melvin, Sam Simpson, David Powell, Roy Carroll and friends

"Greensboro has now committed $2.3 million toward providing water and sewer service to the Greensboro-Randolph Megasite.

Why no mention of David Powell?

The Greensboro City Council Tuesday voted 7-2 to approve a contract with HDR Engineering Inc. for design work and environmental studies to extend city water and sewer to the site in the northeastern corner of Randolph County.

Why no mention of Sam Simpson's compensation?

Council members Tony Wilkins and Marikay Abuzuaiter voted “no.”

The City Council has not committed to the entire project, which would cost $22.5 million including 16.6 miles of water lines, 8 miles of sewer line and a sewer lift station.

Why no mention of the "private monies" involved?

The project includes building a water line and a sewer line south from Greensboro and another water line across southern Guilford County from Randleman Regional Reservoir.

Local and regional officials are buying land in an 1,800 acre area just south of the Guilford County Line they say would be suitable to recruit an auto manufacturer to North Carolina.

Randolph County currently owns 255 acres and will consider in June buying 170 more acres. The Greensboro-Randolph Megasite Foundation, which is coordinating the project, says it has control of the remainder of the land through purchase options.

Auto manufacturing plants use millions of gallons of water, so Greensboro has proposed water lines from the west and north to provide reliable service, according the city utility staff’s report to City Council.

The staff document says that water lines will cost $15 million and sewer will cost $5.3 million.
If approved, construction could begin as early as Sept. 1, 2016."

Yes Weekly; "Powell embezzlement charges could have derailed megasite project"

“It is a miracle the mega-site project survived this,” said Sam Simpson, founder of Simpson Commercial, a real estate firm based in Greensboro, who worked with Powell on the mega-site project.

The News and Record never reported it

Simpson said Powell sold the mega-site idea to Jim Melvin, head of the Joseph M. Bryan Foundation, a former mayor of Greensboro and a member of the board of directors at PTP. Powell hired Simpson and attorney Robert David Joseph to oversee the land acquisition and development of the mega-site, Simpson said. But once the team was in place, Powell was not very involved in the mega-site project, Simpson said. Simpson brokered the deals and Joseph handled PTP’s legal work.

“He handed it off to us,” Simpson said. “And then, he was off to Triad First Capital.”

Triad First Capital was an investment fund started by Powell under the PTP regional economic development umbrella. According to Simpson, Powell planned to target companies with aging owners and match these companies with younger investors and provide capital for transition of ownership.

The News and Record never mentioned Triad First Capital

“There were a lot of people who were skeptical,” Simpson said. “I remember we met with a lot of companies, but never did anything.”

“Everyone was shocked looking around the room, first of all we didn’t think he was capable of doing that,” when the alleged theft was discovered, Simpson said. The discovery created a hurdle at a critical time in the mega-site deal, he said. The long-standing, local, individual reputations of Melvin, Joseph, and himself, convinced investors the accusations were “isolated to David (Powell), and gave us the benefit of the doubt.”

Powell became toxic in the business community. Simpson said the last time he spoke with Powell he said “There is a perfectly good explanation for everything that’s happened.” Simpson told him he hoped so and that “we couldn’t be associated with each other anymore until this is cleared up.”

...Andy Dreyfuss, former fund director of the Piedmont Angel Network (PAN), worked briefly with Powell when PTP absorbed the capital investment fund. Dreyfuss expected PTP to raise PAN’s profile in the investment community. Powell promised to lower their operating costs. Dreyfuss remembers Powell told him, “Well, tell me what your operating expenses are, I think I can help you with that.”

Dreyfuss began to think it wasn’t a great fit, as Powell focused investment in already established companies and less on start-ups. Powell was also frustrated by some of the procedural controls imposed by PAN’s board of directors, Dreyfuss said. A few months before Powell resigned from PTP, he ended the relationship with PAN. He told Dreyfuss PTP’s board didn’t want to do it anymore. Dreyfuss said Powell often “waffled and changed” his focus week to week.

Don't expect any more news on this subject from the News and Record,
as they are all in on the grift

...Forms filed with the NC Secretary of State reveal Triad First Capital LLC., Triad Advisors LLC., Whitaker Park Studios, LLC., Alpath LLC., and a dozen other companies related to the mega-site deal, and other development projects, were incorporated by David Joseph, attorney for PTP. Many of those companies have now been dissolved. Joseph, reached by phone, cited his legal duty to PTP and declined to comment."

Conflict of Interest Watch; "Next stage of megasite effort will be 'a different conversation'

"David Powell, who has worked for years on the megasite assembly efforts, said the Piedmont Triad Partnership is already working with several undisclosed parties such as foundations to help raise funds for additional land acquisitions at the site.

How can Greensboro's City Council
vote to fund a $22.5 plus million project
if they don't know who the "undisclosed parties" are?

...the next step will be to seek funding from several other potential stakeholders, including the state of North Carolina, the city of Greensboro and foundations such as the Golden Leaf Foundation.

...David Powell, who has been working for years on megasite assembly efforts, said Monday that the next step is to seek additional partners to raise funds for land acquisitions at a site that could grow to as large as 2,000 acres.

The Piedmont Triad Partnership now has about 1,300 acres under control in Randolph County.

Powell said PTP will approach other stakeholders, including state and local governments and local foundations, to raise funds for additional land.

"We're going to go to all the usual suspects that you need to go to for an economic development project," said Powell, who is transitioning out of his role as president and CEO of PTP while also helping to create a new organizational structure for the megasite that would represent the interests and views of all partners seeking a stake in the project.

...Powell said he has been asked by the PTP board to complete land assembly for the megasite over the next six months and work with various stakeholders to "consider all options" for its future organizational structure.

"stakeholders", as in whom
other than Jim Melvin and the Bryan Foundation?

...it was never the intent for the PTP itself to own, manage and market the property, Powell said.

Some of the options under discussion include the possibility of an existing entity that could manage, market and ultimately convey the megasite land to a private user such as an auto manufacturer.

For a price,
around which "stakeholder" housing projects
would spring up like bluegrass.

...Of course, whatever structure manifests itself will not have any type of profit-motive.

Bullshit.

...So far, PTP has been the only entity that has controlled the real estate associated with the project, said Sam Simpson, a broker with Simpson Commercial who has been hired to assemble the megasite land on behalf of the PTP.

My understanding is the Bryan Foundation's Jim Melvin
put up the money for the PTP.

A separate organizational structure for the megasite would represent the interests and views of all partners seeking a stake in the project.

...He is completing his work for PTP and ultimately will leave the organization entirely. Powell said he plans on staying in the Triad to pursue the private commercial real estate business.

Who would have thought?

He is pursuing partnerships with Simpson, as well as developers who have nothing to do with the Randolph County megasite."

"I've been working on this since 2011," Powell said. "It was my idea. It was something that I put a lot of risk into. It's a great moment that the county stepped up. Now that they've stepped up, I think we are going to be able to entice other stakeholders to put money into it."

.
.
Greensboro’s Ethics Code says that if there is an actual or possible financial interest, a Council Member is supposed to publicly disclose on the record of council, and the remaining Council members are supposed to decide if a conflict of interest exists.

The Policy says City Council Members be honest, impartial, fair and responsible.

Shah-Khan had ruled that former Mayor Robbie Perkins could not vote on a pass through subsidy for Roy Carroll from Guilford County because Perkins owned property (of which he apparently was not paying the mortgage payment) in Carroll’s Centre Pointe building.

If Greensboro’s Ethics Code says that if there is an actual or possible financial interest, City Council members are supposed to publicly disclose on the record of council, and the remaining Council members are supposed to decide if a conflict of interest exists, how can be up to the city attorney to decide who has an interest or conflict?

If a Greensboro City Council Member has a financial interest if the individual has, directly or indirectly, any actual or potential ownership, investment, or compensation arrangement with The City of Greensboro or with any entity that conducts transactions with The City of Greensboro, do the above statutes apply?

What does "indirect" financial interest mean?

Where are the disclosures on the "nature and extent of such interests"?

Is Greensboro's City Council, not the city manager or city attorney, responsible for deciding whether or not a city council member has a excusable conflict?

Is Greensboro's City Council the only entity that can excuse or allow a vote when there may or may not be a conflict of interest?

"[David] Powell — with the blessings and funding of several top Triad executives including BB&T's Kelly King and former Greensboro mayor and banker Jim Melvin — bet big on two concepts: developing a megasite to attract what Powell called a "catalytic" project, like an automobile plant; and creating a group called Triad First Capital. TFC's mission is described as raising money and using it to "seed and nurture a new generation of entrepreneurial leaders in the Triad region."

No one would be that stupid,
which is likely Mr. Hartzman’s point.

"Stupidity" is not the cause for expending $22.5 million.

...the deployment of $22.5 million to a fledgling mega site,
roughly 10 miles from a completed mega site,
has nothing to do with free markets or capitalism.

Win, lose or draw someone will make money at the expense of taxpayers.

Select and particular winners will emerge, at taxpayer expense.

William Heasley

...As 2014 came to a close, Powell — working closely with Melvin and Greensboro real estate broker Sam Simpson — had success in piecing together options for about 1,350 acres in the Liberty area of Randolph County."

As a sitting City Councilman, Zack Matheny,
in a violation of his oath of office and Greensboro's City Charter,
has publicly applied to be the President of Downtown Greensboro,
which receives monies from Jim Melvin's Bryan Foundation.

"...The Piedmont Angel Network [now part of the Bryan Foundation funded PTP] ...is in the process of launching a sister organization to be known as Triad First Capital Network. That organization will be a membership group to which interested individuals will pay a membership fee in order to gain access to deals under consideration. The individual investor will decide whether to put his or her money into a particular company.

There was no mention that I recall,
of a ready to go megasite 10 miles from the Randolph site
at Tuesday's City Council meeting.

...There's a limited number of qualified angel investors in the Triad, Dreyfuss says, so PAN and PTP want to make sure they all can find a way to participate.

"The idea is to have multiple investment vehicles for them," Dreyfuss says...

Like land next to where Greensboro taxpayer funded
water and sewer lines run outside the city limits
to benefit "stakeholders" Nancy Vaughan says don't exist?

Most of the deals that members of Triad First Capital Network will see ...commercial real estate development. Those kinds of deals would flow through Triad First Capital Private Equity, a separate fund currently in the fundraising stage being spearheaded by PTP CEO David Powell and others.

...The expanded investor options should succeed in bringing new investors to the table...

...He said he's got a list of about 50 people he's talked to in the past year interested in joining a network like the one being launched..."
.
.
"[Sam Simpson, David Powell and Jim Melvin's] Triad First Capital Investment Objective;

...to achieve financial returns for members through private investments in select businesses and real estate assets...

Sam Simpson
General Partner, Triad First Capital

...At TFC, our management team believes that a principled investment approach...will yield the best outcomes for our members and the Triad.

Feels like Zack, the Nancy's etc... are lining up donors
with the carrot of Greensboro taxpayer funded
"economic incentive" handouts?

"David Powell, who has worked for years on the megasite assembly efforts, said the Piedmont Triad Partnership is already working with several undisclosed parties such as foundations to help raise funds for additional land acquisitions at the site."

Did Greensboro's city council vote
without knowing whose private interests they were benefiting,
or did they?

...the next step will be to seek funding from several other potential stakeholders, including the state of North Carolina, the city of Greensboro and foundations such as the Golden Leaf Foundation.

...David Powell, who has been working for years on megasite assembly efforts, said Monday that the next step is to seek additional partners to raise funds for land acquisitions at a site that could grow to as large as 2,000 acres.

Sitting City Councilman Mike Barber,
who profits from Greensboro's taxpayers via First Tee of the Triad,
receives benefits from Jim Melvin's Bryan Foundation,
which supports his income.

Powell said PTP will approach other stakeholders, including state and local governments and local foundations, to raise funds for additional land.

Jim Melvin serves on both the Bryan Foundation
and Piedmont Triad Partnership boards.

"We're going to go to all the usual suspects that you need to go to for an economic development project," said Powell, who is transitioning out of his role as president and CEO of PTP while also helping to create a new organizational structure for the megasite that would represent the interests and views of all partners seeking a stake in the project.

Especially along 421?

...Powell said he has been asked by the PTP board to complete land assembly for the megasite over the next six months and work with various stakeholders to "consider all options" for its future organizational structure.

Remember when Zack and Robbie Perkins
were involved in a deal across the street from a GTCC building
that received water and sewer
which meant their deal got water and sewer?

...Of course, whatever structure manifests itself will not have any type of profit-motive.

Did Sam Simpson make money on the Randolph sale?

Powell said he plans on staying in the Triad to pursue the private commercial real estate business.

He is pursuing partnerships with Simpson, as well as developers who have nothing to do with the Randolph County megasite."

How about developers who are going to make bank
along a new Greensboro taxpayer subsidized water and sewer extension?

"I've been working on this since 2011," Powell said. "It was my idea. It was something that I put a lot of risk into.

Personal financial risk?

...I think we are going to be able to entice other stakeholders to put money into it."
.
.
"Our position was ridiculed at length
by a sneering Councilman Matheny.

That is the first time
I have been treated to that kind of disrespect.

Remember when Robbie Perkins
made money from getting taxpayer funded water and sewer
to the old Pilot Life building?

There were numerous remarks from council
about annexations, and "development" down 421.

The council seems to have taken as a given
that "The Golden Leaf" is going to come in and pay for everything.

Remember when Robbie, Zack and Nancy Vaughan
voted to give Roy Carroll a sewer line under the highway
for Roy's AMEX property, which provided water and sewer
to Roy's other property next to it?

Mr. Solomon stated
that he had been hired by the Bryan Foundation to do so,
and that he had found "the best site in the southeast".

Heard that before?"

Alan Ferguson
.
.
I believe Zack Matheny, Nancy Vaughan, Nancy Hoffmann, Mike Barber etc... put their own interests in front of the best interests of the City of Greensboro.

Remember when then Greensboro mayor Robbie Perkins
negotiated a $19 million deal with the county
to bring water and sewer lines to eastern Guilford County
and open up 9,000 acres to development?

Why wasn't the money Greensboro taxpayers "invested" in eastern Guilford County for "9,000 acres of development" good enough to get to the prison farm?

Remember when there was very little Rhino coverage of Randall Kaplan's hotel incentive, which the Rhino crushed Project Haystack, which would have competed with Roy Carroll's properties directly south.

Remember David Hagan walking with $590,000 of taxpayer money on a deal like this?

Remember when Guilford County's Commissioners gave Robbie Perkins' LLC a $124,000 grant, right before he sold Gunter's Crossing to Chester Brown?

Remember when Mike Solomon with The Timmons Group said the Project Haystack team had been in conversations with Burlington and Greensboro regarding an estimated $15 million water supply line extension from Burlington and a $20.1 million sewer line extension from Greensboro?

Remember the economic feasibility study that said if Project Haystack was fully built out, it could generate $39.1 million in state and local tax revenue?

Remember when Solomon said the Project Haystack team
started conversations with landowners,
and worked to form a nonprofit entity and an interlocal agreement,
just like the Randolph deal?

See how the Rhino under-reports incentive deals
related to Roy Carroll's friends or Roy,
and scrutinizes deals that compete with Roy and friends?

Remember Samet's $600,000 shovel ready loan advocated by Matheny
and the correlating campaign contributions?

Remember Windsor Development's loan advocated by Matheny
and the correlating campaign contributions?

Should the chair of the City's Economic Development Committee accept campaign contributions from employees of entities receiving money from the city via city council votes advocated and voted on by Zack Matheny?

Remember when Zack Matheny denied Sam Simpson
was going to make any money on the Gerbings incentive deal
and the correlating campaign contributions?

Triad Business Journal; "A month later, Greensboro police are nowhere on Powell investigation"

powell, david

"An official investigation of the Piedmont Triad Partnership's former CEO David Powell and allegations of "financial irregularities" has not yet begun, as the Greensboro Police Department awaits documents from the organization.

An organization led by Jim Melvin,
who may be in the process
of taking Randolph County for about $10 million,
of which about a couple hundred grand
falls into Sam Simpson's pocket.

Yes, the same Sam Simpson
who is lobbying for Zack Matheny with Mike Barber
to be the next Greensboro taxpayer funded DGI CEO,
after Zack sacked Jason Cannon
and betrayed Cindy Hayworth
as an acting Councilman,
in violation of his oath of office, the City charter
and the City's Conflict of Interest Policy,
not that Mayor Nancy Vaughn or former Mayor Yvonne Johnson
or Tony Wilkins, or Marikay Abuzuaiter, or Sharon Hightower
or Jamal Fox, or Nancy Hoffmann
give a shit,
as they have done nothing for months
on a clear ethical breach by some of their own.

The PTP released a prepared statement a month ago this week saying it had learned of the alleged irregularities following Powell's resignation earlier this year. The organization began conducting its own assessment into the matter and has provided information from that audit to Greensboro police.

No charges have been filed against Powell.

...police have not yet launched an investigation and are awaiting further information from PTP.

"...we have not received all of the documents yet needed for a full investigation," said Susan C. Danielsen, public information officer for the police department.

"We have looked at the documents provided, but there is not enough material to begin investigative work."

...PTP is a nonprofit organization that received both private and public funding during Powell's tenure — including $480,000 in taxpayer money in 2013...

 Powell's 2013 compensation was $326,300...

Powell stepped down as the head of PTP in January after nearly five years on the job."
