Greensboro's Shadow Government Exposed

Have you ever wondered who actually runs Greensboro, who calls the shots, who pads the pockets, and makes the decisions that most affect the lives of Greensboro's working class? Many of us have known for years but the following links and screen grabs will provide positive proof.


We begin with Marlene Sanford of the "non profit" Greensboro Builder's Association who lists her website as Trebic.org. Click on any photo to enlarge.



What is TREBIC, you ask? TREBIC stands for the Triad Real Estate and Building Industry Coalition. Now take a look at the TREBIC membership page. Be sure to note that the taxpayer supported Greensboro Chamber of Commerce is proudly listed near the top. Of course I got a screen grab.



But wait, it gets better. A lot better.

According to the NC Secretary of State, Marlene Sanford is a lobbyist for the Greensboro Chamber of Commerce, aka The Greensboro Partnership, aka Action Greensboro.


The Chamber of Commerce is supposed to represent all business interest in Greensboro, not just the real estate industry, but apparently that's not the case as Marlene Sanford whose resume currently listed on the TREBIC website, shows her as acting President of TREBIC 1999 to present.


Will there not be times when the business interests of the real estate industry and other local businesses are at odds with one another? Surely to pay the same lobbyist to represent both is a conflict of interest.


And for those of you who still think Greensboro is run by Liberals, I give you the City of Greensboro lobbyist,  Jillian D. Totman of McGuire Woods Consulting, former political director for the North Carolina Republican Party, and national email director for the 2012 Mitt Romney presidential campaign.

These people are neither liberal, conservative, Democrat, nor Republican. They are political mercenaries who will do anything for a buck. And they are Greensboro's shadow government working behind the scenes to manipulate State and local governments to do their bidding even... make that, especially when their bidding is not in the best interest of the working classes and Greensboro's other local businesses.

And how do I know Ms Totman is Greensboro's lobbyist? Back to the NC Secretary of State website.

Update: For those of you who cannot understand the conflict, I give you Greensboro history:
From the City of Greensboro:

"This lively community began to wind down in the late 1950s and 1960s when, under the guise of "urban renewal," thousands of people and more than 80 businesses (many minority-owned) were displaced. Most of those businesses never reestablished." http://www.greensboro-nc.gov/index.aspx?page=1749

Now I realize the disease and incinerator were located there but as the article states:

"...more than 80 businesses (many minority-owned) were displaced. Most of those businesses never reestablished."

One cannot deny that some sort of conflict existed be it racial, business, etc... And the current arrangement of having both TREBIC and the Chamber of Commerce represented by the same lobbyist makes Greensboro all the more open to such conflicts in the future.

80 business fell victim to the developers of the day.... That's a conflict. A conflict we are set to repeat.

Smith Moore Leatherwood: Tom Terrell Is A Liar

Last week I challenged Greensboro attorney Tom Terrell in the comments of his blog post, Legislative Update – Protest Petitions Killed . . . Finally, to prove his assertions about protest petitions were true before I started calling him a liar.

As expected he didn't publish my comment (the liars never do) and he has failed to offer any evidence that anything he has written is in-fact anything more than his personal opinion or lies. Tom Terrell provides lots of commentary but zero documentation-- nothing that would stand up before a court of law. Something you would think an attorney at one of Greensboro's most prestigious legal firms adept at doing.

Well allow me to remind Mr Terrell that the current makeup of the Greensboro City Council is looking very shaky going into November's elections, Greensboro's citizens are outraged and Tom Terrell's employer, Smith Moore Leatherwood is a service provider for the City of Greensboro.

At least, for the time being...

A few facts from the North Carolina School of Government,  Protest Petitions: Going or Staying? by David Owen:

Even though the protest petition has a long history in zoning, it is not frequently a factor in North Carolina rezonings.  In a 2006 School of Government survey two-thirds of the responding cities reported that no protest petitions had been filed in the previous year."

"... only 6% of the municipal rezoning petitions had a sufficient protest to subject the proposed rezoning to the supermajority vote requirement."

"Even when a valid protest petition is filed, it rarely has a direct effect on the outcome of the proposed rezoning.  Survey respondents reported 43% of the protested rezonings did not receive a simple majority vote in favor and thus would have failed even if no protest petition had been filed.

So there you have it, Tom Terrell's supposed need to do away with protest petitions proven a lie by none other than the North Carolina School of Government. Citizens win against developers in only 6% of the instances where protest petitions are used and Tom Terrell, Greensboro Mayor Robbie Perkins and the Triad Real Estate and Building Industry Coalition thinks 6% is too often for Greensboro's working class to have their say.

Greensboro's Nancy Vaughan Falls Short

It's not all Nancy's fault. Robbie Perkins sets hard traps when he assigns council-members to tasks he'd rather not do and rather not be blamed for the outcome but candidates for Mayor should see it coming and prepare themselves for the worst.

When Greensboro residents were enraged about the way Duke Power trimmed trees I watched in amazement as Nancy Vaughan came up with a do nothing ordinance requiring weeks of her time.

And the Downtown Greensboro Incorporated debacle? Mayor Perkins was ready to cave to public pressure and end public funding to DGI as a way to win votes but tricked Nancy Vaughan into spending months running a committee to look into DGI. And what did Nancy and Zack Matheny come up with? A plan that increases funding to DGI. WTF?

Today Nancy is wringing her hands (Links to Facebook) over efforts by the State of North Carolina to end the right to Protest Petitions-- an effort began by TREBIC (Triad Real Estate and Building Industry Coalition) which was founded by non other than Robbie Perkins but Nancy never acknowledges the fact that TREBIC members make up the bulk of her campaign contributions.




Nor did Nancy ever mention that upping the ante to DGI would gain her the financial support of the Downtown elites like Roy Carroll, whose company is one of the highest ranking members of TREBIC.

You see, Nancy is under the misguided assumption that if she can somehow get herself elected to the office of Mayor she will have the power to change things for the better but Nancy is missing the fact that even if she wins, Robbie Perkins still pulls the strings for as long as Nancy continues to accept TREBIC blood money. That's right, even if Nancy Vaughn manages to win, Robbie Perkins will still be the not so secret Mayor of Greensboro just like Jim 'Bobblehead' Melvin before him.

In 2009, Nancy said, "I'll sit down and meet with them, but I won't sell my soul to them." referring to the Simkins Pac and yet she takes money from TREBIC, the very reason she credits for her return to Greensboro City Council in the first place.

Well here's a little lesson those of us from the hard streets of East Greensboro learn at tender young ages: You can never turn your back on blood money, it will always come to call. Nancy is being played by Robbie Perkins and as long as she takes blood money there is no way out. So tell us Nancy, do you want to be Mayor of Greensboro or Robbie's puppet mayor?

Mayor Perkins, What Facts Did George Misrepresent?

Mayor Perkins accuses George Hartzman of misrepresenting the facts but doesn't say what facts George misrepresented.



Calling a man a liar is easy when you don't back up your claims, Mr Mayor. Now show us the facts.

Last Night's City Council Meeting

From the News & Record:

"Leaders of the groups synerG Young Professionals, Greensboro Jaycees, the Future Fund, Face to Face and the young lawyers section of the Greensboro Bar Association presented the City Council on Tuesday with a white paper on the changes they would like to see downtown."


Might I remind you that most of those groups are a part of Auction Action Greensboro and the Greensboro Partnership and receive their funding from the same. In other words: who do you really think will be calling the shots? That's right, the same old white men who have been calling the shots all along.

"Mayor Robbie Perkins said he would create a council committee to work with young professionals on downtown issues."

Again, behind closed doors. More delay, obfuscation and manipulation 

“We felt we wanted to have a seat at the table,” said Tim Tsujii, a co-chairman of synerG.

Group members are worried that Greensboro trails other cities in wages and high-paying jobs and in having such urban amenities as diverse retail or unique entertainment.

“This, paired with organizational obstinacy for changes and innovative/creative solutions, creates significant obstacles and impediments to the improvement of our downtown,” according to the white paper.

But representatives said their concerns are bigger than the issues with one organization. "


They're right, but they won't be in control of anything.

"They also asked the council to focus on “large transformation projects” such as the proposed performing arts center and to invest in a center city small business incubator."

In that last quote you'll find the real agenda,  “large transformation projects” that tax our working class neighborhoods and take jobs away from where we need them most. That being where the vast majority of Greensboro's residents live. Why are 2000 residents Downtown getting all the amenities while almost 270,000 residents throughout the rest of the city do without? Because Downtown is where Greensboro's elite decided to invest their personal fortunes. And if it's a business incubator you want, here's a proven method and it should be city wide and not just downtown.

"Other news from the Greensboro City Council meeting....

Council members agreed to sell about 7 acres south of Lee Street to the South Elm Development Group for $428,000 an acre. The development is expected to be worth at least $50 million.

The development group will act as a master developer on the site, working with other companies that want to build or own specific buildings in the redevelopment.

It’s unclear what will be built on the property. The developers would like to see a proposed downtown university district there. It likely will be a year or so before any construction begins."


So it's still unclear what will be built on the City owned property but it gets approval anyway. Could you or I build anything in Greensboro without first telling the City what it was we were going to build. Don't give me that crap about how it fits the Redevelopment Plan.   As I pointed out last week, South Elm Street Redevelopment isn't even a legal entity in North Carolina. Oh wait, I'm wrong, like most things Greensboro they have 2 names: South Elm Development Group is a Durham company.

"The city provided the nonprofit with the loan to help it move to a new building. Nonprofit leaders said it does not yet have enough new tenants and may have to lay off staff if it must start repaying the loan.

Council members Nancy Vaughan, Marikay Abuzuaiter and Tony Wilkins voted against the decision. Vaughan questioned the center’s decision to rent space to a U.S. division of an Italian furniture company. She said the center should be rented to start-up companies."


I'd like to personally thank councilmembers Vaughan, Abuzuaiter and Wilkins for standing up against corporate welfare to foreign corporations. This is in-fact exactly what happens when non profits rent space designed for local start-ups to foreign competitors. The Nussbalm Center proved themselves incapable of managing their own business and were forced to violate their own rules and return to the taxpayers' well just like all of Greensboro's connected "non profits" too often do. This is another reason why we really don't want the powers that be to be in charge of yet another business incubator.

" The council removed from its agenda a possible contract to hire the Triad Real Estate and Building Industry Coalition to lobby on behalf of the city.

The council made no comment about why it made the decision. City Manager Denise Turner Roth later said the city still may consider hiring a lobbyist but it won’t be TREBIC."


I think I know why they didn't approve the plan. I think my previous blog posts and e-mails concerning the subject might have alerted them. (Not that I was the only one.) Again, this was/is no more than an another attempt at corporate welfare. Let TREBIC fight and fund it's own battles. The City of Greensboro already has plenty of favorable representation at the State level concerning the Jordan Lake Rules which, by the way, the City saw coming since the 1960s and never addressed. Sometimes we are forced to pay for our mistakes like it or not.  I commend the Council on putting it off and recommend you not hire any lobbyist to bend the Jordan Lake Rules. After all, it was Greensboro that created the problem in the first place, trying to legislate our way out of it only proves Greensboro to be as sinister and low as Billy Jones (that would be me) is constantly making it out to be.

George Hartzman's Remarks At The Post RUCO Hearing Yesterday

 Update: The News & Record proves George correct.

Some have the blood of poor renters on their hands.

The Minimum Housing Standards Committee is stacked with landlord representatives.

TREBIC, which is Marlene Sanford, Robbie Perkins, Roy Carroll and others, acted to limit RUCO in 2008.

This is what Marlene Sanford and Robbie Perkins' TREBIC brought Greensboro, and tomorrow night, City Council will vote to give Marlene Sanford money to lobby on Greensboro's behalf.

Robbie Perkins, when talking about how the state legislation eliminated RUCO, was disingenuous and misleading as he funded TREBIC and stacked the RUCO board to get rid of it at the state level, and Marlene illegally lobbied for it with taxpayers money.

If Robbie Perkins supported RUCO, why would he vote to eliminate sampling inspections of multifamily properties?

Mayor Robbie Perkins lied to renters of the City of Greensboro, illegally funded the outfit that got the ordinance eliminated by deducting his donations to TREBIC for lobbying, voted to limit rental inspections, and the News & Record, The Rhino Times and Yes Weekly won't report it.

TREBIC and Robbie Perkins are responsible for harming poor renters.

Robbie Perkins misled Greensboro's African American community along with other elected officials who didn't lift a finger.

TREBIC actively directs campaign donation bundles.

This is what Robbie Perkins brought Greensboro.

Robbie Perkin's campaign money came from those who wanted RUCO eliminated.

If taxpayers fund the Greensboro Partnership which funds TREBIC, some of Greensboro's taxpayer money was spent to eliminate RUCO.

The Greensboro Partnership receives public money.

City Manager Denise Turner Roth was the Greensboro Partnership's lobbyist.

The City of Greensboro funds the Greensboro Partnership with taxpayer money.

If the Greensboro Partnership is a dues paying TREBIC member, and the Partnership receives taxpayer money, the City of Greensboro funded the harming of poor renters state wide.

News & Record publisher Robin Saul is a board member of the Greensboro Partnership, which is a TREBIC member.

The Greensboro Partnership helps fund TREBIC, therefore, public money was used to harm poor renters from money enabled in part through the City's Manager, who was the Greensboro Partnership's ex-lobbyist, and the News & Record, The Rhino Times and Yes Weekly won't report it.

This is what Marlene Sanford illegally lobbied for with money, that was illegally deducted by TREBIC contributors.

Lobbying is not tax deductible, therefore it appears TREBIC members defrauded the government on their tax returns.

If TREBIC illegally lobbied, TREBIC dues paying members among others illegally deducted portions of their payments supporting TREBIC.

TREBIC is responsible for this.

This involves board members of DGI and the Greensboro Partnership.

Dawn Cheney is a TREBIC member and landlord on the committee to fix DGI.

She is on DGI’s board.

Dawn Chaney was on the RUCO taskforce.

Now she is on the post RUCO study committee.

Dawn Chaney also chairs Greensboro's Redevelopment Commission and is on the executive committee for The Greensboro Landlord association.

Those who have harmed poor renters have been left unaccountable for their actions.

Those who harmed poor renters include those city council members who did nothing to prevent it.

The News & Record, The Rhino Times and Yes Weekly share part of the blame for letting Robbie and friends get away with it without holding anyone publicly responsible.

TREBIC, Robbie Perkins and friends have harmed poor renters state wide and our news industry won't report it."

City Council Ditches Their Responsibilities

After years of public comment at City Council meetings, in blog threads, e-mails, telephone calls, Facebook, Twitter and every other means possible Mayor Robbie Perkins has established yet another way to ignore public comment on local housing laws.

According to today's News & Record:

"A meeting has been scheduled for 3:30 p.m Monday in Greensboro city council chambers.

A council subcommittee will hear public comments about the city’s minimum housing code, which is meant to ensure that homes and apartments are safe."

Really, when most apartment dwellers will still be at work, unable to take time off because doing so will cause them to not have enough money to pay the rent on their substandard apartments and rentals houses. Yeah, that's giving voice to the people alright.

Isn't it funny how when the Mayor is trying to sell a community on an idea he has a community summit in that community but when it involves protecting his on business interests it's downtown at a time when most folks can't be there? Coincidence? Hardly.

The Mayor knows what the public wants, he's simply trying to avoid doing it.

Over 1000 Made Sick By Robbie Perkins

Let's not forget that while a city councilman, Mayor Robbie Perkins worked overtime to eliminate housing inspections by the City of Greensboro, North Carolina and helped to eliminate the RUCO safe housing standards at the request of his friends in the Development and Real Estate Industries in which the mayor works as the owner of NAI Piedmont, one of the largest commercial real estate company in North Carolina. And there there's this:

Firewalls Save Lives

So why aren't there more of them?

Today's News & Record reported, Fire in Greensboro destroys eight apartments. Greensboro is very lucky a lot of people weren't destroyed as well.

In the photograph below, taken from the News & Record, if you look at the top left you'll notice a wall coming up through the roof of that apartment building. That, my friends, is a firewall, designed to stop fires from spreading from one apartment to the next. The problem is: there are no less than 8 apartments, perhaps more, per each firewall.



Some almost new apartment buildings in Greensboro have no firewalls what-so-ever. The fire and building codes allow this based on beefed-up sprinklers and alarms but should a fire be started on the outside wall of a building and work its way up to the roof as might happen when arson is the cause, the lack of firewalls would allow the fire to trap everyone inside the burning building.

Of course, it's cheaper to build apartment buildings with fewer or no fire walls and I guess as long as Roy Carroll and TREBIC remain the largest political force in the Piedmont Triad and the largest campaign contributors to the Greensboro City Council and Guilford County Commissioners that will never change.

That is, until a really big fire claims a whole bunch of lives. Then we'll see the typical knee jerk kind of governance we're used to seeing.

The Perkinettes Have Left The Building

From this week's Rhino Times:

"Perkins' tactics of strong-arming and lying to his fellow councilmembers have caught up with him. People around here are pretty trusting and they like to think their mayor has the best interest of the city at heart, but councilmembers now say Perkins is obsessed with the performing arts center and has been using deceit and threats to try and get it passed."

But the battle is far from over. Trebic members and others invested well over $100,000 Dollars in getting Perkins, Hoffman and others elected to City Council to push this project through and they stand to take home most of the $60 plus Million Dollars that will be spent to build the Greensboro Performing Arts Center. They have yet to give up the fight and neither should we.

Gasoline $8 Gallon By 2020

And $15 per gallon by 2030. And Mayor Robbie Perkins wants to put our jobs in commercial and industrial parks way out on the county lines. What's that? Where did I come up with those numbers? Why, the City of Greensboro of course.

It also appears a lot fewer people will be owning their own homes. That means TREBIC will have even more control over our lives.

TREBIC Couldn't Have Planned It Better If They Tried

Not only did the Greensboro City Council deliberately bow down to TREBIC when they failed to ask state lawmakers for an exemption ti the RUCO ban like Charlotte, Raleigh and other NC cities asked for and received but now we learn that since the end of RUCO the City of Greensboro has lost track of housing inspections.

They're blaming it on a software glitch but I think we all know an overall attitude problem is the real reason and we only need look at recent history to see its so.

Previously we learned of a stacked and ineffective Post Ruco Planning Board.

Before that it was TREBIC's TREBIC's admission of being an illegal lobbying group

And still TREBIC runs Greensboro and Guilford County Government with Robbie Perkins and Roy Carroll leading the way.

TREBIC couldn't have planned it better if they tried.

What Are You Scared Of, Mayor Perkins?

Why doesn't Mayor Perkins want tenants on the Post RUCO board? What does he have to fear? Will a secret agent from TREBIC put a bullet in the back of his head if he fails them? Will he die in a mysterious accident involving an overturned mountain bike? Was his previous mountain bike crash and broken bones a warning? Who knows how far they might go? And why is he ducking out early from tomorrow night's Gathering of the Trolls? Is the Mayor scared of trolls too?

Council Is Damned If They Do, Damned If They Don't

The Greensboro City Council has got itself into a bit of a jam, between a rock and a hard place. As I pointed out yesterday, the developer and landlord stacked, post RUCO board has been unable to recommend enforceable any rules and as my buddy, Roch points out, their pathetic efforts at enforcement violate the Fourth Amendment.

All the while the solution is right in front of their faces. City Council simply needs to lobby the State Legislature to add Greensboro to the list of cities exempted from the RUCO ban. Just like Charlotte did.

Buy why will Greensboro's City Council not go that route? Are they all really that dumb? Or is it because they are all bought and paid for by TREBIC-- the people who illegally lobbied the State of North Carolina to strike down RUCO in the first place. Which would you venture to guess?

Roch Smith Jr has been looking at the minutes of the meetings of the Post Ruco Committee and has discovered the City committee rides roughshod over Fourth Amendment in inspections discussions. Does no one in Greensboro government care about protecting citizens' rights?

Post Ruco Board Progress Report

With the help of 2013 Greensboro mayoral candidate George Hartzman we now have available to the public, the minutes of the Post RUCO board that is scheduled to report to the Greensboro City Council with their findings. Thus far, all they have accomplished is to strike the following words from the inspections code:

"members of the department shall have a right to enter on any premises within the jurisdiction of the department at all reasonable hours for the purposes of inspections of inspection of inspection or other enforcement action, upon presentation of proper credentials." -Post Ruco Meeting Notes - Oct 15, 2012

That's right, after all these months the only thing the post RUCO board has managed to do is take any means of enforcement out of the statutes. But hey, don't take my word for it, read the links to the minutes and decide for yourself.

Finally, on October 18th they asked if tenants should be involved in the process just 1 week before the committee is supposed to report their findings to City Council. Is there any doubt the entire process wasn't rigged from the beginning? Good job, Mayor Perkins, good job.

A Real Greensboro Economic Recovery Plan, Part 2

In Part 1 of A Real Greensboro Economic Recovery Plan I laid out the basics. To date: not one single person has given me a single reason as to why the plan will not work with the exception of several saying privately that those in power do not want it to work. Why would they not want it to work? Because it takes power and profits away from them and gives power and profits to the people.

Enough rhetoric, let's get down to business.

Adopting A Real Greensboro Economic Recovery Plan would usher in a new way of running non profits. Instead of being dependent on the government for funding, non profits operated under the plan would need little or no government funding. It's not a new idea. Greensboro native Martin Eakes did the same thing when he founded the Self Help Credit Union using proceeds from bake sales all those years ago. Today, Self Help is one of the largest credit unions in the world and owns several smaller credit unions across the nation.

One thing I want to get straight is that the non profits don't necessarily have to be those I first picked. There are some suspect non profits in Greensboro whose names won't go into the hat but there are many more deserving non profits that can and will be considered should Greensboro get behind our plan.

This plan would turn helping the poor from what many believe to be a drain on the economy to being an actual contribution to the economy by putting the poor to work, adding to the tax base, revitalizing neighborhoods, raising standards of living, raising property values and thus city and county tax revenues and reducing crime. And because it would be done with money that has already been stolen from Federal and local coffers it won't cost us any more than we're already paying out.

So who will be against this plan? There are 3 types.

1. People who simply can't understand the plan.
2. People who are invested in the current way of doing things and stand to lose money and power should things change.
3. Mayor Robbie Perkins and the TREBIC developer cartel who currently own every member of the Greensboro City Council with the exception of Councilwoman Smalls, and are planning to put that 1.25 $Million Dollars into more empty office and industrial parks at your expense.

Employee owned for profit businesses could be spun off from the model I'm proposing. The chosen non profit could act not only as a non profit but as a business incubator and source of loans for small businesses as well as home loans to the newly employed homeless. It could be anything Greensboro wants it to be because it would become the means by which we break TREBIC's strangle hold on Greensboro and North Carolina politics and put an end to crony capitalism locally by digging into the very pockets of the same people who have had their hands in your pockets for as long as you can remember. As State Legislator Pricey Harrison said in, The Unofficial lobbyist: TREBIC & the building industry, "They may need some nudging from the state, and they may need a citizen’s uprising.”

It's time we had that citizen's uprising. Stand Up And Be Counted Greensboro

I had to leave home to stand up and be counted because my home computer is blocked from commenting at EdCone.com but that didn't stop me from telling the truth, "Robbie Perkins did screw renters state wide." But it doesn't end there. The aftermath of the destruction of the RUCO rental housing inspections not only hurts renters but single family homeowners alike as its demise destroys neighborhoods, puts more properties into the hands of slumlords and drives down property values state wide.

That's right, even if you own your own home you are losing money because of the deliberate actions of Mayor Robbie Perkins and his developer cronies in TREBIC. And while Ed Cone and Andrew Brod are too chickenshit to stand up for you make no doubt that Billy Jones will stand up for you-- all of you! Even if I have to do it alone.
