City Continues Campaign Of Lies

As the EzGreensboro.com team continues to investigate Who Got The South Elm Street Redevelopment Money we run into constant roadblocks thrown at us by the City of Greensboro. For example: when investigator Sal Leone submitted a public information request asking for Mayor Nancy Barakat Vaughan's deposition in the Eric Robert vs City of Greensboro trial he was refused citing NC state statute § 132-1.9. as seen in the e-mail from the City of Greensboro below:




Of course we were expecting such a response but this time it just didn't make sense. You see, that's the problem when you begin with the intention of telling lies, you can't always keep track of what you've already said and done and as it so happens Katherine Carter of the City of Greensboro Public Relations and Marketing Department had previously given us the court order to release Mayor Nancy Vaughan's Deposition.



And we'll be using it when the time comes. In the meantime we hope you'll share this news with everyone you know so that all may see the cover-up that is still going on. After all, there are still things going on in government other than the Presidential elections.

By the way, we recently learned that
Nick Piornack who you might have recently heard has taken control of the City funded Revolution Mill Project is behind on his taxes at his company Momentum Development. To the tune of $23,000. Rumor has it that the parking lot he owns jointly with James Budd and City Councilwoman Nancy Hoffman is also in trouble and is up for sale.

And while the News & Fishwrap loves to tell you stories about the losses at the International Civil Rights Center & Museum they don't talk much about Nick, James and Nancy being hundreds of thousands of dollars in the red and their combined dozens of bankrupt business ventures all with no means of paying back the City of Greensboro or the taxes they are never going to pay.

Greensboro City Market Signs Illegal Contract

Remember our old friend, downtown developer and con artist, Jim Budd? Well it looks as if the Buddman is at it once again. This time he entered into a contract with Downtown Greensboro Inc and the City of Greensboro for an event called City Market using the corporate name Zazz Hospitality Group. Problem is: According to the North Carolina Secretary of State there is no such legal entity as the Zazz Hospitality Group nor has there ever been.

Leaving one to wonder of the possible involvement of Jim's business partners Greensboro City Councilwoman Nancy Hoffmann and Nick Piornack.

Of course I could be wrong entirely. You see, I found the contract by doing a Google search for the search terms "Zazz Hospitality Group" So I checked the other companies listed on the contract:

Running With Horses Llc belongs to a Mr Julian N Loflin of Greensboro.

Momentum Development Partners, Llc belongs to Nick and Budd.



So how do I know Nick and Budd own Zazz? Because they told the News & Record they do:

"Recently, Jim Budd and Nick Piornack, Zazz Hospitality Group and Momentum Development renovated a mill on Barnhardt Street and opened The Worx, a restaurant which provides “classic, comfort, and cheer.” (Be sure to try the signature Barnhardt burger when you go.)
Next, Zazz Hospitality Group will open Spice Cantina, offering a fresh, authentic and fun vibe 
and generous patio for
specialty drinks and 
dining, next door to 
The Worx."

Another on the long list of the City of Greensboro helping crooks to get out of paying their state and federal taxes.Can a city be charged with aiding and abetting or just city employees?

Momentum Development Then And Now

According to the Wayback Machine it was Momentum Development Partners in November of 2010 and in January of 2012 they made big promises but in 2014 using the name, The Greensboro Parking Group, LLC with their principal offices now listed as 6221 O'Conner St., Suite 200, Raleigh, NC, 27617, where they ran a total of 5 businesses, maybe more including PROMENADE PARTNERS, LLC, the Greensboro Parking Group was found to have unlawfully taken incentives from the City of Greensboro.

Previously, on February 27, 2012, James Budd and his partner Blaine A East filed voluntary bankruptcy. for $5.4 Million Dollars. Did no one from the City of Greensboro check their credit in 2013? Or did James Budd use his influence with Greensboro City Councilwoman Nancy Hoffmann to manage to make problems go away?

Mr Budd's partners Clark and Blaine East, along with Stephen Cella and Benjamin Minton are currently appealing the decision of a Florida court. Seems they have so many problems in Florida I don't yet know where to start.


Rocco Scarfone had problems in Florida too. Coincidence? Or do con men see Florida as a place filled with lots of easy marks?

The revolving door continues:

"Stonecrest Village Partners LLC is a North Carolina Limited-Liability Company filed on November 27, 2006. The company's filing status is listed as Current-Active and its File Number is 0879103. The company's principal address is 6221 O'conner St., Suite 200 Raleigh, NC 27617 and its mailing address is 6221 O' Conner St., Suite 200 Raleigh, NC 27617.

The company has 3 principals on record. The principals are Blaine East from Raleigh NC, Jim Budd from Raleigh NC, and Scott Hallihan from Raleigh NC."

Scott currently has a house for sale in Raleigh. Tell him I sent you. But I'm not telling you to buy the house.

Why has Jim Budd gone through so many business partners in so few years? And don't forget that $800,000 law suit in Moore County.



And while the property is valued at $1,043,600, the sale price was $1,050,000 which leaves one to wonder if they have any equity in the property should they not be able to return the $200,000 acquired from the City of Greensboro under false pretences.

Now tell me, what have I missed?

If Not Nick And Jim Then Who Are Nancy Hoffman's Business Partners?

Several people have been questioning and some even denying my long held contention that Greensboro City Councilwoman Nancy Hoffmann's business partners in South End Partners LLC are in-fact Nick Piornack and Jim Budd, the owners of Greensboro Parking Group, LLC, the company that was recently awarded $200,000 in incentives from the City of Greensboro despite the fact that the company has failed to meet its obligations to the City.

In the comments at Mayberry wanting to be Chicago, Roch Smith jr writes:

"Hoffman's corporate filing only list the manager of the LLC. As I wrote last week, I emailed her to ask her to clarify if she has a business relationship with anyone from Greensboro Parking LLC. She has not replied. That will have to speak for itself."
I encourage you to follow the link and read in in its full context.

Councilwoman Hoffmann's failure to respond to Mr Smith speaks volumes. Like I said before, Nancy Hoffmann lies like a brick.

I mean seriously Folks, you don't name a company "Partners" unless you have partners or your intention is to defraud.

Things Are Getting Really Nasty For Nancy Hoffman's Business Partners

Earlier today Roch Smith jr wrote:

 "As The Troublemaker documented, the company, Greensboro Parking Group, LLC,  missed deadlines, became delinquent on their property taxes, had the original contract with the city extended four months after it expired and missed milestones that were to be met before the public funds were given to them. The city gave them the full $200,000 anyway, before the milestones were met—some of it even after the contract extension expired."

I highly recommend you read all of Roch's post as it only gets better... Or worse if your names happen to be Nancy Hoffmann, Nick Piornack or Jim Budd.

Note: Before another stupid, anonymous coward commenter points it out again: Nancy Hoffman partnered with Budd and Piornack to form South End Partners LLC, not Momentum nor Greensboro Parking Group or any of the long list of other fraudulent and/or failed business ventures Misters Budd and Piornack have started to date.

In recent days anonymous commenters have been going about a damage control program seeking to discount entire bodies of work based on simple mistakes. As I have written before: there may well be mistakes in the reporting of what has happened but the actions of Nancy Hoffmann, Nick Piornack or Jim Budd are very much deliberate and represent a long pattern of robbing Peter to pay Paul.

One commenter using the pseudonym Neighborhood Watch accused me of only telling one side of the story but when I offered to allow Neighborhood Watch the chance to tell both sides of the story all I got was insults and more lies.

Then along came another anonymous commenter using the initials, RP whose Modus operandi is to find one mistake, demand a correction and declare the entire body of work to be incorrect. Why if I didn't know better I'd swear RP is Ed Cone. Well here's a little redneck analogy for you RP: If your car has 8 spark plugs and 1 spark plug is fouled the car will still get you to where you want to go. Not as fast, not as efficiently and not as smoothly but it will get you there.

Coming to any blog post and discounting what you read there without following through on the hyperlinks to see the evidence presented is tantamount to driving while blind-- even with 8 good spark plugs you still won't get there-- ever.

Of course, commenters like RP, Neighborhood Watch and the other anonymous cowards attempting to spin this story already know this but they are hoping you don't. They're hoping you'll read their comments without following through the links and be convinced by their words alone, sans any evidence. So with that said I take you to 2 posts by Dang. The first is where James Budd bullied then city employee Jamal Fox, now City Councilman Jamal Fox.

And the second is filled with e-mails showing the special treatment given the Greensboro Parking Group by the City of Greensboro. Now how many strings to you think Nancy Hoffmann pulled to make all that take place?

Seems RP, Neighborhood Watch and the rest had best crawl back into their holes. The #1 sign that something corrupt is going on: City Council isn't talking about it. They've all clammed up. Happens every time until the media pushes the issue.

Budd and Nick, Wheelers And Dealers

As first reported by Ben Holder, $200,000 has been stolen by the Greensboro Parking Group, a company with no business license and apparently no one plans to do anything about it, I assume because the owners of the company are closely connected to Greensboro City Council through Councilwoman Nancy Hoffman who is a partner in  South End Partners LLC, a joint venture between herself, Nick Piornack and Jim Budd.

Some of James Budd's and Nick Piornack's former partners include  Leigh Benoliel, Clark East and Blaine East of LandCoreGroup formerly Landcore Commercial Realestate LLC. in Raleigh, NC.  One of their companies, Camel Saddle Properties LLC, whose partners include Lucas M Andrew and Bobby Allen Branch of Sanford, North Carolina is currently listed as under review by the North Carolina Secretary of State.

Mr Budd and Blaine East were also partners in several other failed ventures including Landcore Entertainment in Raleigh, WILMINGTON COMMERCIAL PROPERTY PARTNERS, LLC located at 106 Barnhardt St. in Greensboro and Fairway Village Partners, LLC, a shopping center in Pinehurst with it's office listed as 106 Barnhardt St. in Greensboro,

Mr East also ran the failed Davis Drive Village Partners, LLC, an Apex, North Carolina project from the same Greensboro address where Nick Piornack is said to run The WORX Restaurant. Sure must be crowded in there. As a matter of fact, the number of so called businesses and partners that have gone in and out through the Barnhardt Street location over the course of the last few years has been staggering to say the least. Fact is: I haven't even scratched the surface in this little blog post.

Did no one see it coming? From the Business Journal, Jul 19, 2010:

"Now buyers are moving closer to purchasing Rhyne’s buildings.

Nick Piornack, managing partner for Momentum Development Partners in Raleigh, said his company plans to buy the 109-111 W. Lewis St. and the 532-536 Elm St. properties from Rhyne by a target date of Aug. 17. Momentum plans to open two restaurants in the Lewis Street building and one in the Elm Street location.

Piornack said the purchase has been delayed due to issues related to keeping tenants lined up and raising equity, but “we hope to pull this off within the next 30 days.”

Like I wrote before, robbing Peter to pay Paul is how these guys do business. They don't have money to invest, they simply move money from one victim to the next.

What I find most interesting of all is the fact that their new partner, Nancy Hoffman, a full time professional recruiter working for for Reffett Associates, who seeks out top level management employees for Fortune 500 companies, never saw through the facade. Nancy Hoffman managed to find herself a partner with men with criminal histories, strings of failed business ventures and almost a $Million in law suits hanging over their heads-- how? Perhaps Greensboro City Councilwoman Hoffman never wanted to see through the facade?

And here's a question for you: Why is Nick's wife, Marian Carol Piornack's removal from the loan Guaranty List   a condition of modifying the contract after the money was paid out by the City of Greensboro? Is Carol fed up with Nick's wheeling and dealing? Protecting herself from his scams?

Hey Buddman, What's This About?

Seems our friend James Budd who recently conned the City of Greensboro out of $200,000 in incentives along with his partners Nick Joseph Piornack and Greensboro City Councilwoman, Nancy Hoffmann, has been caught doing this before.

Like I said, it's time someone started talking. James Budd's old habits learned from his years with the Gambino Family apparently never went away.

Now Jimmy, call your lawyer, I dare you. You'll end up just like your gangster buddy Rocco Scarfone. With lawyers hounding you for money and the stories still online. Even if I die the stories stay online. And don't forget, Rocco is a made man, you're nothing but a street thug working your way up. They'll forget about you so fast you won't even know what happened.

Neighborhood Watch Said

An anonmoyous commenter calling herself Neighborhood Watch with a Blogger profile created June 14, 2014 has challenged the accuracy of two of my posts concerning Greensboro City Councilwoman Nancy Hoffman and her business partners James R Budd and Nick Joseph Piornack.

In the comments to my post Mayor Vaughan Still Suffers From Perkins Syndrome she wrote:

"Why not report how the city's malfunctioning sewer shut down the business for two weeks. Report that that the weather didnt cooperate. The railroad decided to shut downthe street to repair a track for the first time in 30 years.. Report that this improvement benefited everyone on the southside because of lack of parking. Report that sometimes it is nice to see the city give someone out of the normal good ole boy network a chance in this city. Report the whole story not the hole story my friend."

I replied:

"What in the hell are you talking about?"

Yes, I can be rather short sometimes. I don't live downtown and I don't keep up with train schedules. Apparently Hoffman and her partners didn't either. As for the sewer system? I've been warning Greensboro residents for over 20 years that downtown Greensboro's antique sewer system is in dire need of repairs and cannot handle the ever increasing loads being placed on it by increased downtown construction-- especially big users like restaurants and hotels. It's just that when people use events I've long said would happen as excuses it pisses me off. It's like the time when your Daddy told you not to drive the car because it was overheating but you wouldn't listen, drove it anyway and turned a $200 radiator repair into a $2,000 engine repair. It wasn't your Daddy's fault.

And in my story, Momentum Partners James R Budd, Nick Joseph Piornack And Nancy Hoffmann: It's Time To Come Clean Or Run Like Hell! she commented:

"Again you have only part of the story. I would point you in the right direction, however you like the Msnm only report the partial facts. you will not be satisfied until you destroy everything good to kill one snake. "

She's right that I have only part of the story. As a matter of fact: in the very article she commented on I urged Nancy Hoffman, Jim Budd and Nick Piornack to:

"It's time he, Mr Piornack and Councilwoman Hoffmann came out of hiding, took reporters' telephone calls and started answering questions: Pronto!"

Could I be any clearer than that? As I replied to Neighborhood Watch whoever she might be:

"Please try me instead of hiding behind what you think I might do. Or just go away and prove me right-- your call.

The comment feature allows hyperlinks just like the main portion of the blog, you can link to evidence, photographs, documents, newspaper articles, etc...

The fact that you choose not to do so only strengthens my case.

Again-- your call."

I'm betting the most we ever get out of Ms Neighborhood Watch is more bitching but for once I'd like to be proven wrong as I'm still holding what I believe to be the trump card.

Prove me wrong, Ms Neighborhood Watch, prove me wrong. Greensboro developer Marty Kotis and Councilman Tony Wilkins both proved me wrong by presenting evidence to the contrary and now I'm among their biggest supporters. We don't always agree but I support them still. Are you man enough or woman enough to present the evidence and prove me wrong or will you simply do like most and simply hurl accusations at me?

And Tony and Marty never hid behind anonymity, why do you?

"A hyperlink will not tell the whole story. I know that doesn't matter to you or the msm. You are the worst kind. Scream bloody murder just like a witch trial."

I calmly and rightly replied:

"As I predicted, you prefer to hurl insults rather than tell "your side of the story. The invitation has been cast,  it remains your call.

My e-mail address and a link to my Facebook page are at the top of the page, commenting here is open to anyone. You can only make yourself look worse by staying in the dark hurling insults.

It appears you are the one screaming bloody murder but pointing at no one but yourself as the perpetrator.

You dug this hole, now dig yourself out."

What's wrong with the truth? Why hide behind accusing me of not being willing to allow both sides of the story to be told when I'm making every effort humanly possible to give this person the chance to tell her side of the story? Why haven't Nancy Hoffman and her business partners James R Budd and Nick Joseph Piornack gone public if everything they've done is within the law?

Now that Councilwoman Nancy Hoffmann is in the news I thought it time that I point out the fact that I expressed concerns about her business relationships a long time ago and to say to Ms Hoffmann it's time to come clean before you drag down a whole lot more people with you and piss off some folks who just might retaliate.

According to the NC Secretary of State,  James Budd is the registered agent and managing member for the following companies:

SURF'S WILMINGTON, LLC 4901 GLENWOOD AVENUE, SUITE 200, RALEIGH NC 27612

TRICORE VENTURES, LLC  4901 GLENWOOD AVENUE, SUITE 200, RALEIGH NC 27612

GREENSBORO PARKING GROUP, LLC  6221 O'CONNER ST., SUITE 200, RALEIGH NC 27617, recently headlined in the News & Record for "acquiring" City funding it wasn't entitled to receive.

HEALTH STYLE VILLAGES FUQUAY- VARINA, LLC 4901 GLENWOOD AVENUE, SUITE 200, RALEIGH NC 27612

MOMENTUM COMMERCIAL BROKERAGE, LLC 106 BARNHARDT STREET, GREENSBORO NC 27406 Here he lists the actual business address as 345 MARTIN LUTHER KING JR DRIVE, GREENSBORO NC 27406-- a rented house-- and his partners as ROBERT BATES and NICK PIORNACK 3512 STONEGATE DRIVE, CHAPEL HILL NC 27516. I wonder if the City of Greensboro granted Mr Budd a Business Privilege License for 345 Martin Luther King Jr Drive being that is listed as a residential property?

And I can't help but wonder, since Mr Budd and Mr Piornack are now operating a commerical real estate brokerage firm, do either of them actually have a real estate brokerage liscense? You see, I couldn't find any listing.

Mr Budd's Linked-in and Facebook profiles list a few more ventures that don't reflect his having any part at the Secretary of State website-- at least none that I could find.

On Sunday, March 24, 2013 I wrote of possible connections between James Budd and the Gambino Crime Syndicate. Did anyone from the City of Greensboro or the local media check it out or is Mr Budd yet another Rocco Scarfone hiding out in Greensboro, laying low and laundering money?

I'm speculating Robert Bates got out because he figured out Jim Budd has graduated from drug runner to real estate/restaurant confidence man. Is Nick Piornack his newest target? Or would that be Nancy Hoffmann? Does the City of Greensboro run criminal background checks on the people they loan hundreds of thousands of taxpayer dollars to? I asked in March, they were given the money months later, did anyone check?

It needs to be remembered that Zack Matheny and other Greensboro City Council members read this blog daily to learn the latest I've written about them. Zack has admitted as much in e-mails.

And of note is that most of Mr Budd's ventures are belly up. It's hardly a wonder folks are worried that he can't afford to finish the project downtown-- robbing Peter to pay Paul appears to be his long standing Modus operandi. From Wikipedia:

Nick Piornack

Previously I wrote of how Councilwoman Nancy Hoffman appointed her business partner, NICK PIORNACK to the Board of Directors of Downtown Greensboro Inc. Then she got DGI/City tax dollars to fund her own building.

Next we learn of loans they weren't supposed to get-- incentives they never qualified for but claimed they qualified for and asked to receive-- fraud. Then the City paid.

And here's an interesting note: From the February 5, 2013 Greensboro City Council Meeting when Council passed the "Good Repair Ordinance" for which Jim Budd and Nick Piornack's partner Councilwoman Nancy Hoffman has recently been in the news for violating:

"Nick Piornack, 106 Barnhardt Street, spoke to his company’s revitalization and investment of a Downtown property; difficult marketing opportunities for Downtown due to neglected properties; and stated he was in favor of the amendments. "

Councilwoman Hoffman wanted to make the ordinance even tougher than it is. She thought a huge infusion of City tax dollars would give her a jump on the competition and allow her to buy up those properties that couldn't comply. She made sure her business partner testified in favor of a tough ordinance.  Funny how it comes back to bite you, isn't it Nancy?

According to the Guilford County Register of Deeds, 106 Barnhardt Street (The Worx Restaurant) is owned by FACE OFF LLC of 4766 MELVINA DRIVE GREENSBORO NC 27406. The NC Secretary of State list the owners of Face Off LLC as Robert Michael Conroy and Donna Gray Buchannan both of 4766 Melvina Road. The listed managers are Robert M Conroy and Wrenchel Stokes. And they're deliquent to the tune of $7,549.10 on that one piece of property. I don't know if Road or Drive is correct as both are used in the State filings.

How is it that every time I start digging I find yet another tax delinquent owner of yet another piece of downtown Greensboro real estate? Could it be that with 50 years of sinking money into downtown redevelopment, it still hasn't worked or are they all really just a bunch of crooks refusing to pay their share?

The Secretary of State lists Nick J Piornack, James R Budd and Sherman R Lyle of Clemmons as owners of The Worx-Gso, LLC with Nick J Piornack as the registered agent.

Nick Joseph Piornack is also registered to the following businesses, most belly up as well:

It would appear the business Modus operandi of Mr Piornack is also much like that of Mr Budd: Rob Peter to pay Paul...

Nancy Hoffmann

As I pointed out in Nancy Hoffman's City Council Disclosure Form not everything is as it seems. (I recommend you read it as it is extensive.) For example: one of her many businesses, South End Partners LLC lists Nancy Hoffmann as the sole  proprietor of the business in the filings prepared by Desmond G Sheridan but if she is the sole  proprietor then why use the name "Partners" if not to deceive?

As a matter of fact, the Councilwoman's disclosure form disclosed so little it was of no value what so ever and reinforces why Mayor Vaughan refused my public attempts to make disclosure mandatory earlier this year.

James R Budd is a regular reader of this blog and member of Real Progress For Greensboro having read almost every day since I first posted about him on Sunday March 24, 2013: If you're not already a member there I recommend you join and demand answers from Mr Budd and others. It's time he, Mr Piornack and Councilwoman Hoffmann came out of hiding, took reporters' telephone calls and started answering questions: Pronto!  Or get the Hell out of Dodgeboro!

And Ms Hoffmann, I know more than I'm telling... yet.

Jim Budd, Mafia Connections For MOMENTUM Development Partners?

Jim Budd is the President and a Managing Partner of MOMENTUM Development Partners. He's about the same age as the Jim Budd described in the links below would be today.

Are they one in the same? I honestly don't know. Are Downtown Greensboro, Mayor Robbie Perkins and downtown Greensboro business owners being sucked into doing business with a company that has connections with organized crime? Would Mayor Perkins care? It certainly wouldn't be the first time Greensboro government has welcomed organized crime with open arms.

We need to know the answers to these questions before Greensboro continues to move on matters involving MOMENTUM Development Partners. And yes, I'll be happy to update this post and put the answers at the top of the post so that future search engine users will find the correct information. That is, if GPD or other law enforcement agencies will provide me with such information.
