Greensboro City Council succumbs to extortion by UnitedHealthcare #NCGA #NCPOL #NCDEM #GSO #GSOPOL #SOGSO

"Last Tuesday, ...Mayor Nancy Vaughan and a majority of City Council members rejected the recommendations of the city manager, city staff and a paid consultant, as well as the clear evidence placed in front of them.

City Manager Jim Westmoreland, city staff and a consultant recommended that the city switch from  to Cigna, based on bids showing that Cigna could save the city and its employees more money on health care coverage.

That savings would amount to about $650,000 per year, according to Marsh and McLennan, a consulting firm hired by the council to examine bids from both companies.

Councilman Mike Barber went so far as to discredit the numbers, saying one bid was based on reality and the other on estimates.

Mike Barber is a campaign cash whore and a complete sell out,
who sold out taxpayers to make money on their dime with Jim Melvin, 
a story which has never been investigated by any local for profit press organization, 
which represents repeated acts of journalistic cowardice 
on the part of those who control our community's information dissemination

In fact, the consultant explained, the analysis used actual claims from 2015 and applied the plans being offered by each company to see which coverage plan cost less.

Cigna was the most cost-effective plan by a significant margin, just as it was in 2016, when it would have saved the city and its employees $1.2 million in health care costs.

So what did our bought and paid for legislators do?

...Council members Jamal Fox and Sharon Hightower balked at the manager’s recommendation and objected to the process...

...After failed motions to choose each company in 2016, the council approved a one-year extension of UnitedHealthcare’s contract, asking staff to prepare a new request for proposals — including local preference if possible — and hire a new consultant. City staff did so, only to arrive at the same results a year later.

The law still bans the use of local preference, Cigna still had the more attractive bid, and a majority of the City Council still refused to accept the results of the bidding process.

...the council voted, 6-3, on July 18 to reject the proposals, extend UnitedHealthcare’s contract for another year and have staff revise the request for proposals to include more criteria.

These people stole from everyone who pays taxes to the City of Greensboro

Perhaps some of the other council members were counting up the votes of those in the gallery wearing blue UnitedHealthcare T-shirts or the potential campaign donations they might lose from the company and its executives.

They should be thinking about what’s best for city employees.

They might also consider how much this sham of a process already has cost Greensboro’s taxpayers in consultant fees ($97,000 in 2016 and $40,000 in 2017) and staff time.

Fox, who was marking his last night on the council, summed up the situation perfectly: “This is bad governance,” he said.

The people of Greensboro are watching, and many of them don’t like what they see.

...Barber frequently is condescending, accusatory or dismissive to the citizens he serves. Councilman Tony Wilkins is overly sharp with city staff members and combative with fellow council members. Councilwoman Marikay Abuzuaiter has become more conservative on issues of police oversight. Outling is so bound to what is legal and proper that he sometimes forgets what is right and logical.

I don't agree with Susan Ladd on lots of issues, 
but I agree we have a bunch of crooked politicians running Greensboro, 
who need to be booted from office

As the council has come under fire, Vaughan has become more defensive and less receptive to the public.

Faux tree hugger radical "Susan Ladd: Commissioners shouldn't supercede Parks and Rec Commission"

"The good news about the future of the Rich Fork Preserve is that there finally is going to be action on a plan.

The bad news? It’s the wrong action by the wrong group at the wrong time for the wrong reasons.

The bad news is Susan Ladd is an untrustworthy non-journalist
who steps up for her own partisan pet causes regardless of the facts
which she spins to support whatever her die hard supporters push

If you felt a little lightheaded after reading the comments from Guilford County Commissioners Jeff Phillips and Alan Branson in Wednesday’s newspaper, that may have been because of the extreme spin they put on this issue.

while dissing anyone who disagrees with her extreme views

Phillips, who is the chairman of the Board of Commissioners, said the commissioners would make a decision on the preserve without receiving a recommendation from the Guilford County Parks and Recreation Commission — contrary to standard procedure — because that group had failed to make a recommendation despite debating it for months.

Sounds like a good idea for Phillips to step in 
after Parks and Rec couldn't decide, but that's beside the point for Susan

But as Parks and Recreation Commission member Dick Feulner said during the public comment period of Thursday’s county commissioners meeting, “The problem is not with the Parks and Recreation Commission. The problem is with the county staff.”

Which is a good reason for Phillips and friends to step in

...The debate about Rich Fork has been going on for more than a year, but most of it has taken place among Parks and Recreation Department staff and various community stakeholders. The primary point of contention is the inclusion of mountain bike trails on the nature preserve, which runs contrary to stated goals of the county’s Open Space Program, going back 15 years.

...Herb Goins, who lives adjacent to the section of the preserve where an illegal mountain bike course has been built, wants a buffer that will ensure privacy and safety for property owners...

This is the first plan for a nature preserve done entirely by the county parks staff members hired in 2014, and the result is as sloppy and vague as the process they followed.

Every county resident should be concerned about the handling of Rich Fork for several reasons:
If the parks staff is not held to professional standards and protocols for public input on this property, there’s no reason to believe it’ll do any better with the rest of the 14 preserves.

If mountain biking is allowed at Rich Fork, you can bet that mountain biking and other active sports will be allowed at other preserves.

If you smoke pot, you will most likely be a child molester

If you are gay, you most likely want to have sex with heterosexuals

Garbage Journalism; Susan Ladd: "Water rate increase is reasonable and necessary" Crooked Government; Greensboro City Council

Where is the opposing opinion in the article which says Greensboro is sitting on $319 million in savings which could be allocated?

Greensboro Mayor Nancy Vaughan said she remembers well
what happened the last time the council deferred raising water and sewer rates.

The following year, an even larger increase was necessary.

Next she will say all the proposed bonds are a good idea, even another $25 million for downtown and fixing up campaign contributors rental units in East Greensboro.

Please review basic governmental accounting and arithmetic Susan. Your lack of financial knowledge and stenography are showing.

Journalism like this is probably how Flint Michigan happened for so long. An outside group or study comes up and the local paper covers for the folks who would be responsible by interviewing and reporting their defense without looking into why they could be somewhat misleading.

You swallowed it whole Susan Ladd.

When the time comes for City Council to fund the water and sewer to Randolph County from these same accounts, just like they did with the $2.3 million for the initial surveying, which came from the same accounts, you will have misled your readers, again.

"What John Oliver learned [which Greensboro's City Council and City Staff Didn't] while setting up a 401(k) plan for his employees"

"John Oliver, who has famously exposed the questionable practices of various industries on his HBO show “Last Week Tonight” ...recently took a look at the onerous fees that some retirement plans charge.

When presented with the opportunity to do right by City of Greensboro's employees, 
Tony Wilkins, Marikay Abuzuaiter, Nancy Vaughan, Mike Barber, Yvonne Johnson, 
Jamal Fox, Sharon Hightower, Rick Lusk, Mary Vigue, Connie Hammond, Jim Westmoreland 
and Zack Matheny, who was a stockbroker and knew better, 
supported cronies connected to the financial industry
instead of more than 2,800 employees who are still getting skimmed off of by ICMA-RC, 
the administrator for the City's 457 retirement plan.

“As a favor to your future self, it is worth watching this for 20 minutes because you could easily make small mistakes that could seriously cost you down the line,” he says toward the beginning of the June 12 episode.

Those current and former City employees mentioned above are thieves

They stole from those who they are supposed to look out for

He goes on to say that most actively managed funds don’t beat the market, and that anyone can call himself an investment adviser whether he has official credentials or not. And he explains what it means when an adivser is bound by a fiduciary standard: “It’s currently legal for advisers to put their own interests ahead of yours unless they’re a fiduciary.”...

The News and Record refused to look into Greensboro's retirement plan
and North Carolina State's retirement plans
for the benefit of Warren Buffett, who owns the paper and Wells Fargo
of which Berkshire Hathaway owns more than 10%

...he dedicates much of the show to what he learned after asking his production company to set up a 401(k) plan for his employees. Namely, that there are a lot of fees.

“Compound interest works both ways,” he says. The company managing the show’s 401(k), John Hancock, gave him and his staff a presentation. After looking at the plan’s paperwork, “Last Week Tonight” realized there were the following fees: A combined 1.69% fee, plus a $24 per person per year fee, plus a fee for a broker who was acting as an intermediary. The broker received 1% of assets the first year and 0.5% every year after that. Oliver points out that if his 35 employees saved $6,000 a year for 30 years, it would cost them $1 million in fees overall. In addition, the broker said he was not a fiduciary, and when he sent the show a table showing how much the plan could grow, he was off by more than $10 million because of bad arithmetic, according to Oliver.

ICMA-RC is not considered a fiduciary for Greensboro's employees,
letting City Management including Jim Westmoreland, Mary Vigue, members of ICMA,
mislead and overcharge City participants with the active help of ICMA member Jamal Fox
and the rest of City Council.

...A spokeswoman for John Hancock told MarketWatch via email that the show’s 401(k) plan was placed with it after “an open and rigorous competitive review,” and it was competing against other prominent companies for the account. She said John Hancock disagrees with the way its business practices were characterized.

ICMA-RC doesn't act in the best interests of the City of Greensboro's employees,
but the best interests of ICMA-RC with the help of Council and Staff

“We feel that the analysis and presentation of fees and services by the show is flawed and misleading,” she said, adding, “We believe in the value of the services we provide and feel they add to the success of the plan in helping participants for retirement.”

By not making an endorsement for the NC Treasurer Democratic primary,
Greensboro's News and Record, along with most of the other state papers
fucked hundreds of thousands of municipal employees out of more than $500,000,000 per year
and most don't know.

In the end, Oliver offered five tips for people saving for retirement. You can see these starting around the 18-minute mark of the video, where they are much more humorously presented than they are here:

2. Invest in low-cost index funds

The City of Greensboro lied in response to a public records request,
has been caught red handed, and our local press won't report it
for the benefit of local City executives and entrenched City Council incumbents
to the detriment of City employees and they are going to get away with it

In February 2012, Greensboro’s City Council passed a resolution approving a $200,000 loan, $100,000 of which was to construct a parking lot that has been completed, and a second $100,000 for a companion restaurant to Worx. Current City Council members who voted for the loan include Nancy Hoffmann, Yvonne Johnson, Zack Matheny, Nancy Vaughan and Marikay Abuzuaiter.

This is on Nancy, Yvonne, Zack, Nancy and Marikay's heads.

These current City Council Members

The developer agreed to, and was required to comply with, specified contractual conditions including; “The second $100,000 of City loan funds will be invested in the last $100,000 of project improvements after confirmation that the developer equity and bank funds have been fully deployed into the project. Architect’s or engineer’s certification of work completed on the project and work remaining to be done will be provided to the City prior to the release of any City loan funds. Committed funds totaling $2,272,860... Capital investment must be complete and in-place by July 31, 2013. The parking lot and restaurant tenant, [Spice] Cantina, are required to create at least 4 new full-time positions [by] July 31, 2013. Developer must confirm that all funds inclusive of the tenant up-fit funds of $179,000 necessary to open the restaurant are available and ready to be invested in the business and present a signed lease ... that will own and operate [Spice] Cantina before the second $100,000 of City loan funds are disbursed. The second $100,000 will be used in the renovation and opening of the restaurant and will be reimbursed ... only after all work is substantially completed on the project. The second $100,000 of City loan funds will be invested in the last $100,000 of project improvements after ... bank funds have been fully deployed into the project. No advance payments shall be made.”

Previously, Hoffmann consented to allow a tenant to apply for a retail grant for her Elm Street building for electrical work, frame and sheet rock, and plumbing. In my view, the grant, which was funded by a Hoffmann Council vote that allocated monies to DGI, benefited her personal property. At a Council meeting, Hoffmann stated “No taxpayer money was spent on my behalf for the 302/304 South Elm building.”

It appears the developers have not deployed the agreed upon private monies before asking for the second $100,000 as required. The capital investment and jobs were not in place by the deadline, and the required lease was signed by Piornack, as managing partner of “Spice Cantina, LLC”, even though Piornack is a member of Greensboro Parking Group, LLC, which is listed as the landlord. The City declined further comment on whether the “up-fit funds of $179,000” for the restaurant were “available and ready to be invested”. Nancy Hoffmann did not reply for comment.

At an Economic Development Committee meeting on April 11, Marikay Abuzuaiter raised the issue of oversight on various loans, grants and incentives provided by the City, specifically citing the Greensboro Parking, LLC loan, and informed her colleagues that Momentum had not satisfied the requirements of the resolution passed by City Council. Abuzuaiter thinks there may be more unfulfilled, undisclosed contracts.

In December, 2013, the contract was amended by City staff without formally informing City Council, extending the “Time of Performance 7/31/2013, to 12/31/2013”. The document states “The City contact for all matters including request for payment and reporting under this agreement shall be Kathi Dubel. Dubel, like former City Manager Denise Turner Roth, served as a lobbyist for the Greensboro Partnership before working for the City.

The City appears to have extended a noncompliant contract after payments were made and obligations not produced, which now looks like it’s in default."

When presented with the opportunity to do right by City of Greensboro's employees, Tony Wilkins, Marikay Abuzuaiter, Nancy Vaughan, Mike Barber, Yvonne Johnson, Jamal Fox and Sharon Hightower supported cronies connected to the financial industry, Jim Westmoreland, Mary Vigue, Rick Lusk and Connie Hammond rather than more than 2,800 employees who are still getting skimmed off of by ICMA-RC, the administrator for the City's 457 retirement plan.

Same thing only different.

When presented with the opportunity to report to the public how the financial industry rips off local investors and retirement plan participants, the News and Record's Joe Killian, Susan Ladd, Stephen Doyle, Jeff Gauger, Margaret Moffet among others including the Rhino Times John Hammer and the Triad Business Journal's Mark Sutter didn't lift a finger for their readers against the parasitic interests who prey upon their readers.

These folks let the banking and investment system steal from you.

And they know it.

And they didn't bother to tell you, as it would upset their benefactors.

Now Mary Vigue is in charge of a legal Ponzi scheme called Say Yes to Education and Say Yes Guilford whose business model skims profits for administrators and vendors meant for college scholarships for Guilford County students with monies donated by local foundations, managed for a profit by the Community Foundation of High Point, and the Community Foundation of Greensboro, who's Walker Sanders lied to get additional taxpayer funding for Greensboro's STPAC with the help of Matt Brown, City Council and City staff, including Rick Lusk.

Rick knew better and went along to keep his job as far as I can tell.

He must throw up a little every time he has to go along with the facade.

I believe the Weaver Foundation provided funding for the delegation to Buffalo. Guilford Education Alliance coordinated the trip.

Guilford Education Alliance, the Community Foundation of Greater Greensboro, and the High Point Community Foundation have been involved in developing the partnership and assisting with planning, project coordination and fundraising for this effort.

GCS is part of the partnership but this is not a GCS-only initiative.

There are a number of private individuals and foundations that have contributed to the scholarship endowment fund.

———— there are twi components to the organization — a 501c3 that will do the fundraising and management. This is a volunteer program thus far except for one administrative assistant. The Say Yes guilford staff is hired by the Say Yes Foundation of New York. I am not sure that their salaries are released but you will have to ask them about that.

tell you what. I am not going to try answer all of these questions. George Weiss has his own foundation and I have no idea how much money he puts in it or how much he pays people or who his investment managers are. Frankly it is none of my business.

...Since the commissioners have been loath to use more taxpayer dollars to improve schools, they should be thrilled that the private sector is offering help.

...Say Yes is not asking the county to commit a dime at this point.

The first order of business is to make sure that existing funds are used more effectively and that services are not being duplicated among the many stakeholders, which include the city, county, community groups, faith-based organizations, businesses, colleges and universities.

Who just got rolled like doughnuts

One of the things that makes this program so strong is that it goes beyond offering scholarship money to making sure high school graduates can take advantage of that money.

They are going to make a lot of money on the side

...Guilford County Schools has undergone a thorough financial review, and Say Yes hired Johns Hopkins University to conduct a three-month analysis of the school system’s use of Title 1 federal money.

...reversing course now to include them in the initial rollout will delay implementation of this program — which was on target to benefit the Class of 2016 — and could kill it outright.

An economic plus

And this is not just about schools. Say Yes could be transformative in raising the profile of the city and county and ensuring its economic well-being.

Improved schools and affordable access to college creates a far more attractive community for businesses and industries looking for new locations. That benefits property values and the area’s overall tax base.

In Buffalo, real estate companies add it to their “For Sale” signs: “We’re a Say Yes Community.”

If that doesn’t demonstrate the link between education and economic development, I don’t know what does.

As public dollars shrink on the state and local levels, public-private partnerships like these are crucial to maintaining high quality schools and stocking the workforce with people who have a post-secondary education.

...The Guilford County commissioners should feel the wrath of every taxpayer in the county for trying to block this program.

Every public school parent and anyone who cares about the economic well-being of our community should call, write and attend meetings to tell the commissioners not to stand in the way of an opportunity that would benefit 83 percent of Guilford County students.

83%?

We should pledge ourselves to making this program work. Not with “I’ll think about it” or “if you do this.”

The answer should be an unequivocal “yes.”
